Job Summary/Basic Functions

The Director is responsible for the development, coordination, control, and direction for all emergency management planning, preparedness, readiness assurance; helps to coordinate systematic response and recovery actions at UMW. The Director provides strategic, university-wide leadership and coordination in crisis and emergency preparedness, training, and response. The Director works closely with leadership in UMW police and public safety, student affairs, facilities operations, human resources, and other offices to establish a comprehensive and integrated approach to emergency management. The Director serves as a liaison with local, state, and federal officials in developing policies and procedures, identifying grant opportunities and in responding to an emergency or disaster. This position is designated essential in accordance with DHRM Policy 1.35.

Required KSAs/Competencies/Qualifications

• Demonstrated ability to oversee and supervise the planning and implementation of an all-hazards emergency preparedness program.
• Ability and willingness to respond to emergencies and incidents on an on-call, 24/7 basis.
• Demonstrated ability to develop, conduct, and coordinate emergency training and educational programs for a diverse audience of students, faculty, and staff.
• Comprehensive knowledge of relevant federal and state regulations, standards, and guidelines and demonstrated ability to interpret laws, rules, and regulations pertaining to emergency preparedness; to formulate policies and procedures; to compile clear, accurate reports; and to coordinate and facilitate meetings.
• Demonstrated knowledge of emergency preparedness “best practices” in higher education.
• Demonstrated ability to navigate Federal Emergency Management Agency (FEMA) and Virginia Department of Emergency Management (VDEM) processes.
• Skilled in establishing effective partnerships and working relationships with UMW stakeholders and external representatives including those from local, state, and federal governmental agencies.
• Skilled in situational analysis.
• Excellent organizational skills and the ability to communicate clearly and concisely, orally and in writing, including preparing and presenting accurate, complete, and detailed reports and other documentation.
• Develop and maintain a positive and professional attitude in communication with all constituents, including students, faculty, and staff.
• Ability to direct planning, safety, and field operation activities to include prioritization of key tasks resulting from assessments and knowledge of plans to be executed. • Demonstrated growth through the inventive application of technological skills, complemented by hands-on experience in the industry.

 

Required Experience:

Progressively responsible leadership experience in emergency planning and management, supporting and managing an emergency operation center, policy development, and coordination with large organizations with multiple priorities, including risk assessment, response planning, continuity of operations planning, and development of comprehensive response protocols for all-hazards emergency operations. Demonstrated history of progressive field applications of skills, knowledge, and hands-on experience in emergency management, alongside expertise in fire and rescue operations.

 

Additional Considerations:

EDUCATION:
Certification in NIMS/ICS as required for management of emergency personnel with critical response roles; Certified Emergency Manager (CEM) credential. Knowledge of Virginia Uniform State Building Code.
Graduate of the National Fire Academy (NFA)

EXPERIENCE:
Experience in a college or university setting; experience supervising staff in a public safety environment; and experience with grants and contract applications and administration.
Proven track record of progressive advancement in skills, knowledge, and practical experience with the realm of emergency management, as well as in fire and rescue operations and /or law enforcement.

LICENSURE/CERTIFICATION:
Certification in fire inspection, code compliance or professional licensure.
