Clarke County Social Services is seeking a motivated individual to supervise the benefit program specialist team. General work tasks include, but are not limited to:

The Benefit Program Supervisor is a member of the leadership team with a significant knowledge of current social, economic and health issues and trends, principles and practices of effective supervision, and public assistance programs, policies and regulations. 

This position requires a working knowledge of computer systems and standard office software to include the Virginia Department of Social Services systems. 

The Benefit Programs Supervisor will train, lead, and develop staff as well as monitor program and delivery of services by working effectively with others.

The Supervisor ensures case quality by monitoring case reviews to ensure eligibility determinations, benefit calculations, and documentation meet federal and state requirements. Communicate policy and regulatory changes clearly and ensure staff apply them correctly in day-to-day casework. 

The supervisor participates in community engagement by promoting and educating stakeholders on public assistance programs. The supervisor develops and maintains good working relationships with internal and external customers.

The Benefit Program Supervisor promotes growth in the benefit specialist team by providing coaching, mentoring, feedback and training to build competency in interview skills, program policy, customer service and documentation skills. This leadership position is responsible for personnel activities including recruitment and retention activities and personnel evaluations and actions.

This position is responsible for developing and implementing plans and procedures for effective and efficient delivery of services, review plans to include quality assurance of case management services and regulatory compliance. The Supervisor prepares and maintains reports to address operational needs, plan and supervise work activities, including service delivery, training and caseload management.

Knowledge

Considerable knowledge of current social, economic and health issues and trends, principles and practices of effective supervision, public assistance programs, policies and regulations, literature in the field of eligibility determination. The Benefit Programs Supervisor should be verse in casework supervision principles and practices and effective interviewing techniques. This position requires a working knowledge of computer systems and standard office software to include the state Department of Social Services human services systems.

Skills

Skills for this position include operating a personal computer and the associated office and agency software. 

Abilities

The Benefits Supervisor will have a demonstrated ability to work effectively with others, work independently supervising and training others to deal effectively with the public, plan and manage work effectively, and communicate effectively both orally and in writing. This position requires the ability to interpret laws, policies, and regulations and to make decisions based thereon, plan and supervise work activities, including service delivery, training, recordkeeping duties and organizational operations. The supervisor is a member of the leadership team and must have the ability to develop and maintain good working relations with internal and external customers and evaluate financial assistance programs. 

Education and Experience

Bachelor’s degree in the human services field and human services program experience in a lead or supervisory capacity OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Preferred Qualifications:

Experience in supervising or helping to supervise at least one public assistance program within a local department of social services.

The investigation may include fingerprint checks, local agency checks, employment verification, reference checks, education verification (relevant to employment), and other checks as required by hiring authority. Employees are required to assist in the operation of an emergency shelter in the event of a natural or man-made disaster or other crisis.
