As a key member of DCR’s Policy, Planning, and Legislative Affairs team, the Board and Constituent Liaison will have the unique opportunity to support the agency’s mission by:
Providing collegial body management to the agency’s assigned public bodies and other related committees and workgroups to include but not limited to meeting logistics, managing public meeting requirements in accordance with the Freedom of Information act, preparing minutes, case decisions, records management, membership lists, appointments and reappointments, and member guidance materials.
Serving as the Department’s Freedom of Information Act (FOIA) officer and Constituent Liaison; coordinating agency responses to FOIA requests and agency responses to constituent inquiries.
Providing professional-level assistance and support with the development, review and implementation of agency operating policies and procedures.
Providing professional-level assistance and support with regulatory and legislative activities, including the review and development of regulations and guidance documents.
Assisting with the tracking and monitoring of legislation and committee meetings and assisting with the development of legislative proposals, legislative analysis, fiscal impact statements, and presentations.
This position will require periodic travel to various locations throughout the state and occasional overnight (as needed)
Minimum Qualifications
Experience interpreting and applying the laws, regulations, policies, and procedures affecting state government.
Considerable experience with the Freedom of Information Act as it relates to public meetings, public records, and regulatory actions.
Significant experience and demonstrated competence with public body administration including meeting logistics, board member management, maintaining compliance in regard to scheduling public meetings, preparing and posting minutes, and other board-related tasks in compliance with FOIA and state requirements.
Extensive experience analyzing agency-related constituent inquiries and ensuring accurate and timely responses.
Experience working effectively with public officials, stakeholder organizations, legal counsel, public boards, the public, and varied levels of staff within a multi-divisional agency.
Experience with writing policies and standard operating procedures.
Experience with legislative and regulatory coordination and implementation processes.
Additional Considerations
Experience working with a natural resources or conservation organization.
Experience with strategic long-range planning preparation and execution.
