Job Duties

The mission of FRS is to advance the interests of the taxpayers of Virginia by providing legal advice and services to appropriately, cost-effectively, and aggressively secure recoveries on civil claims in favor of the Commonwealth of Virginia. The position supports the FRS’s General District Court Litigation Unit and will assist other units in the Section as needed. Responsibilities include performing affirmative civil litigation in courts throughout the Commonwealth on a high volume and diverse caseload, including claims to recover: delinquent accounts receivable arising from the provision of state goods and services, such as public education; tort damages resulting from injury to state property and infrastructure for the Department of Transportation and other agencies; damages resulting from breach of state contracts. In addition, duties include pursuing actions to enforce civil judgments obtained by the section and on administrative orders to recover fines and penalties imposed by state agencies. Furthermore, the position enforces state liens on private personal injury and wrongful death claims on behalf of state hospitals. General responsibilities include providing advice and services in the areas of plaintiffs’ litigation, property damage, creditors’ rights, and bankruptcy. Some overnight travel is required.

Minimum Qualifications

  • The applicant should have a minimum of one to three years’ experience as a practicing attorney.
  • The successful candidate will have the ability to draft pleadings, motions, and supporting memoranda and briefs; conduct all aspects of discovery; advise client agencies through the course of litigation; and appear in court on motions, trials, and appeals.
  • The position requires excellent analytical, verbal and written communication skills; the ability to prioritize the demands of a large and diverse caseload; knowledge of general legal principles; proficiency in time management and the ability to work both independently and as a team member to complete complex assignments within prescribed deadlines; and the ability to be responsive to inquiries from multiple client agencies, courts, and opposing counsel.
  • Candidates must also demonstrate the ability to work well under pressure and quickly adjust priorities.
  • The successful candidate must possess a valid driver's license and will be subject to a criminal background check.
  • Admission to the Virginia State Bar is required.
  • Ability to travel as needed on day trips and, on occasion, overnight is required.
