About the Position:

The Virginia State Police (VSP) is seeking to hire a Chief Data Officer (CDO) in our Information Technology Division at our Administrative Headquarters in North Chesterfield, Virginia. The successful candidate will lead the development and execution of the Virginia State Police’s enterprise data strategy, initiatives, policies and procedures ensuring data is governed, accessible, and used effectively to support public safety operations and Intelligence-led Policing (ILP). Reporting to the Chief Information and Technology Officer (CITO), the CDO drives data integration, quality, and analytics initiatives to inform and improve decision-making, operational efficiency, Artificial Intelligence (AI) readiness and service to the Commonwealth. The position collaborates with internal and external partner and stakeholders and across all bureaus to break down data silos, enhance data transparency, and align data efforts with agency priorities such as ILP, crime reduction, officer safety, and interagency collaboration. The CDO also ensures VSP’s data practices meet compliance requirements and support modernization, innovation, and readiness for emerging technologies.

Minimum Qualifications

•The CDO must possess a strong blend of strategic, technical, and leadership competencies, including demonstrated expertise in enterprise data strategy, governance, and compliance, particularly within public safety or government settings.
•The CDO must be skilled in modern data architecture, cloud-based platforms, and the integration of siloed systems to enable data-driven decision-making. A deep understanding of analytics, business intelligence tools, and data visualization, and using platforms (i.e. Power BI) is essential.
•Expertise in leadership and change management skills to foster a data-literate culture and build trust across diverse stakeholders.
•The CDO must effectively lead teams, inspiring and guiding them to leverage data strategically. Ability to collaborate with outside agencies and influence cross-functional partnerships is vital to ensure seamless data sharing and interoperability. Strong communication and advisory abilities are critical to engaging executive leadership, influencing policy, and translating complex data concepts into actionable insights that support the Agency’s mission.
•Experience with data tools and software; leadership; decision-making capabilities; strategic planning; business analysis; and in risk management and mitigation.
•High School Diploma or GED equivalent.
