The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Cloud Technical Manager with the Enterprise and Cloud Solutions Division.
Under the supervision of the Director of AI and Cloud, the Cloud Technical Manager will lead the planning, execution, and governance of enterprise cloud and AI initiatives.
This role is responsible for supervising a multidisciplinary team that includes cloud developers, cloud practitioners, and cloud engineers.
The manager will oversee the day-to-day operations of the Cloud and AI Practice and will serve as the primary facilitator of the organization’s Cloud and AI Communities of Practice, driving collaboration, standards, and best practice adoption across teams.
The manager will also be responsible for managing Change Management processes for cloud and AI code deployments, ensuring that releases follow established governance, quality, and security protocols.
The Cloud Technical Manager will also support the organization’s FinOps practice, helping track and optimize cloud consumption, utilization, and cost across environments.
This role will contribute to the development of enterprise cloud adoption strategies and will lead the creation of a comprehensive Cloud Migration Playbook to guide teams through modernization and migration efforts.
The ideal candidate for this role is a strong leader with deep cloud expertise, excellent communication skills, and the ability to drive alignment across technical and business stakeholders.

Minimum Qualifications
Considerable experience within IT program management.
Considerable years of experience leading or supervising cross-fucntional technical cloud teams.
Considerable experience with AWS, Azure, or Google Cloud environments with the understanding of cloud architecture, cloud native services, and deployment patterns.
Considerable knowledge of system development life cycle processes and enterprise data practices with the ability to perform systems analysis and design for Cloud and AI solutions.
Considerable working knowledge of FinOps principles (cost allocation, consumption tracking, optimization).
Considerable working knowledge of DevOps practices and CI/CD pipelines.
Considerable experience working with internal and external stakeholders.
Considerable knowledge and experience in strategic planning and program management.
Additional Considerations
Experience with Change Management processes for cloud or software deployments.
Experience with infrastructure as code tools (e.g., Terraform, CloudFormation) preferred.
