JOB DESCRIPTION

The Department of Environmental Quality seeks a qualified candidate to perform compliance follow-up activities necessary to resolve underground storage tank noncompliance identified during a formal inspection. This position is restricted in nature. Continued employment is contingent on the availability of restricted funds. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

The incumbent is responsible for:

  • Completing accurate work product within required timeframes, track progress and deadlines for multiple ongoing cases
  • Negotiating Tank Compliance Agreements
  • Drafting Notices of Violation and enforcement referral packages
  • Communicating regularly with storage tank owners and operators to resolve regulatory noncompliance, to include issuing deficiency letters to petroleum storage tank owners pursuant to petroleum program guidelines
  • Entering compliance follow-up activities into agency database and tracking case progress and milestones
  • Liaising with and assisting enforcement staff with petroleum storage tank enforcement actions, as needed
  • Advocating at delivery prohibition proceedings
  • Presiding over delivery prohibition proceedings
  • Assisting with the development and drafting of petroleum storage tank guidance for petroleum program staff statewide

QUALIFICATIONS

The successful candidate possesses the follow qualifications:

  • Experience or education in regulatory programs 
  • Knowledge of implementation of environmental regulatory programs
  • Effective verbal & written communication and interpersonal skills
  • Organizational and case management skills
  • Effective negotiation and analytical skills
  • Proficient computer skills
  • Ability to complete accurate work product within required timeframes, track progress and deadlines for multiple ongoing cases
  • Ability to communicate technical concepts to laypersons in an understandable way, apply facts to regulatory requirements and develop and present cases for resolution through adversarial proceedings
  • Demonstrate the ability to work with a wide range of people, including tank owners, legal counsel, environmental consultants and the general public
  • A Real ID or U.S. passport is required to access certain facilities. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.

 

  • Knowledge of petroleum program related statutes, regulations, policies, and procedures desired
  • Knowledge of the Virginia Administrative Process Act, environmental sciences or principals and case development and management is also helpful
  • Coursework/education in Law is beneficial
