Job Duties

The Department of Environmental Quality seeks a senior-level professional to be responsible for oversight of the functional design, configuration, and support of the Oracle Cloud administrative applications. Core responsibilities include managing day-to-day support to users of the Oracle Cloud suite of products including Financials and Projects (ERP), HR, Absence Management, Time and Labor (HCM), and Budget management (EPM), including gathering and defining requirements, configuration of standard applications, gap analysis, user acceptance testing, report design and implementation, creating end user documentation and user guides, upgrades and maintenance. Will provide oversight and assist with the delivery of change management and user training related to the administrative systems. Creation, tracking and coordination of Oracle support requests. Leading and participating in administrative process improvement projects. This position will be a lead role and will supervise several employees.

Minimum Qualifications

  • Combination of experience, training or coursework in Information Technology, Computer Science, Accounting, or related fields
  • Knowledge of and experience with system life cycles, system design concepts and methodologies, database system management, system documentation techniques, reporting tools and providing user support and training
  • Knowledge of technology-based financial and human resource best practices.
  • Experience as a team leader and/or supervisor
  • Oracle database knowledge and experience.

Additional Considerations

Ideal candidate may possess all or some of the following KSAs, but not required:

  • Experience working with business users, database administrators, developers and vendor support to research, document, and resolve day-to-day system functional issues.

  • Experience in writing reports using analytic tools. Understanding of how to research user issues and recommend programmatic changes to meet changing business needs.

  • Experience in project management principles. Demonstrated ability to apply knowledge of database systems management and to establish and maintain an efficient technology environment.

  • Understanding of how interfaces work with the statewide systems (eVA, Cardinal) and how to research and resolve user issues as they occur.

  • Demonstrated ability to lead a team.
  • Demonstrated ability to apply financial theories and methodologies when developing user solutions and resolving user problems.

  • Skill and experience in effectively analyzing, summarizing and communicating functional and technical information.

  • Effective verbal and written communication skills

  • Ability to adapt quickly to new technologies and products.

  • Experience creating business requirements documents, system configuration documents, detailed functional design documents, test plans and test cases, user training documents and implementation documentation.

  • Ability to oversee and deliver end user system training.

  • Ability to multi-task and take initiative in solving problems and work effectively with variety of people and work styles.
