CO - P4664 - Director of Water Operations

Hiring Range: $98,535 - $150,000

Full Time or Part Time: FULL TIME

JOB DESCRIPTION

This position is primarily responsible for leading the Water Operations Division, which is comprised of the Virginia Water Protection, Banking, Virginia Pollution Abatement, Virginia Pollution Discharge Elimination System, and Construction and Municipal Stormwater Management regulatory programs. This position requires that the selected candidate complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia § 2.2-3118.2. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia. Please note: This is an Agency-Only recruitment and is open to current Department of Environmental Quality employees only.

QUALIFICATIONS

• Extensive experience in developing and managing water regulatory programs.
• Knowledge of managing operational budgets; program performance planning and evaluation.
• Demonstrated ability to resolve complex permitting and compliance challenges and negotiations with stakeholders. 
• Demonstrated effective collaboration between DEQ’s Regional Offices and Central Office teams.
• Demonstrated effective personnel management and evaluation.
• Combination of training, experience and/or education with major course work in biology, chemistry, ecology, planning, or other environmental science related field desired.
• Extensive current/recent experience overseeing the implementation of water quality regulatory programs desired.
