•Installs, relocates, repairs, and upgrades commercial Voice Over Internet Protocol (VoIP) telephones, plain old telephone service (POTS) telephones, Integrated Services Digital Network (ISDN) telephones, microwave telephone system, fiber optic networks and local area networks (LAN) data transmission circuits at State Police Headquarters, and other offices as needed. •Documents all LAN, fiber optic and telecommunications facilities using accepted data management methods. •Installs and maintains fiber optic networks including fiber optic cabling and termination panels. Assist Information Technology (IT) and Building and Grounds personnel with new construction projects at Virginia State Police (VSP’s) various facilities. •Maintains and repairs all communications equipment and system communication links at the State Police Headquarters Transmitter Site and other nearby locations. Equipment includes digital and analog equipment including associated digital multiplex equipment, National Oceanic and Atmospheric Administration (NOAA) weather service broadcast transmitter, and telephone private branch exchange system (PBX). •Configures equipment and maintains databases with user configurations, authorizations, and inventories. •Authenticates users and resets VoIP passwords or voice mail pins upon requests. •Performs the duties of the administrator in their absence with various orders throughout the state and participate in the implementation of the Virtual Communications Express (VCE) installation of VOIP circuits. •Maintains the documents in an orderly manner. •At State Police Headquarters (SPHQ) and various Area offices as needed to include maintaining the infrastructure spare parts inventory on VOIP phones, along with shipping and receiving the phones to locations agency wide. •Troubleshoots and repairs public address and paging equipment, security cameras, security monitors, CATV distribution and power source equipment. •Serves as a single point of contact for VSP VoIP, fax or community antenna television (CATV) users to report trouble and ensure trouble resolution by taking ownership on all issues reported. •Tracks reported troubles to the final resolution. •Maintains infrastructure and supplies needed to operate sound and video equipment as well as troubleshooting and repair. •Compiles information in reference to failures, work performed, and maintenance data to enable another technician to continue the work. •Identifies trends, billing, and accreditation compliance records, and verify that scheduled maintenance has been accomplished •Maintains knowledge of current technology, system activities, and system/equipment updates.
Minimum Qualifications
•Considerable knowledge and experience working on digital and analog circuits, telecommunications equipment, processes, and systems. •Demonstrated ability to diagnose equipment and software problems and either rectify the underlying problem or notify the appropriate level technicians to do so within established time requirements; to communicate effectively orally and in writing in English; to use Asset Management and Inventory systems, and Microsoft Office applications; to operate computers and related software that would pertain to phone software; to work with diverse telecommunications systems and multiple manufacturers for various copper and fiber installations, termination, and certification; to work independently and as a team member; and to lift 50 pounds unassisted. •Graduation from high school or equivalent. •Virginia driver’s license. •Formal military, civilian trade school electronics. •Experience in telecommunications and dealing with circuit ordering along with knowledge of various copper and fiber installations is required.

•Fiber and private branch exchange (PBX) certification is preferred. •It is preferable to have prior experience in public safety communications. •It is preferred to have advanced knowledge or experience with Microsoft Office applications, as well as computer operations and problem resolution.
