The Richmond District is seeking to fill a Construction Manager position to manage, supervise and provide guidance/instruction to construction inspectors/staff on various types of maintenance, roadway and bridge projects in the Northern Region (Hanover, Goochland, New Kent, Charles City, Henrico, and the City of Richmond). Serve as liaison between field and project office in resolving challenging construction issues; keep the Area Construction Engineer abreast of the progress/problems on projects; administer contracts and prepare/review correspondence and reports related to construction projects and ensure contract document compliance. VDOT is an emergency response agency, and this position is at the core of this requirement, therefore you will work outside of normal work hours during emergency operations.

Minimum Qualifications
• Proven ability to manage construction activities on a wide variety of roadway, structure and bridge construction projects. • Knowledge of federal, state and local transportation rules, regulations and policies. • Skill in the use of computers and software applications to include AASHTOWare Project (AWP) or project management software. • Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and guidelines, rules and regulations. • Ability to communicate effectively verbally and in writing with contractors, political entities and general public. • Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications). • Safety shoes required. • Possession of or ability to obtain required certifications within 12 months of employment. • Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques. • Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment. • Valid driver's license.
Additional Considerations
• A combination of training, experience, or education in Civil Engineering, Construction Management, or related field desired. • Experience in engineering or surveying related to construction and inspection requirements on highways and structures. Experience supervising and training others. • Professional Engineer's license, Certified Construction Manager (CCM) Certification, or Project Management Professional Certification (PMP). • Experience supervising consultant or in-house inspection staff. • Experience with VDOT contract specifications. • Current certifications in soils, aggregate, asphalt, concrete, nuclear safety and transportation, guardrail installation, pavement markings, DEQ Stormwater and E&SC inspection, OSHA Safety and ACI Field Technician preferred.
Special Instructions
Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
