Job Duties

The Construction Project Manager is responsible for the planning, budgeting, design, and construction of facilities, maintenance, renovation, and small construction projects throughout the Commonwealth, including reviewing full sets of building plans for code compliance, feasibility, and other important information. They will ensure that the projects are managed within the applicable guidelines established by Department of General Services (DGS) policies and procedures in order for annual permits to be reviewed and approved. Understanding and expertise with all aspects of building plans (plans for architectural, mechanical, electrical, structural, etc.) will be paramount to this process.

Job duties include, but are not limited to:
· Ensure that projects are planned, designed, constructed and managed according to the policies and procedures of the Construction & Professional Services Manual (CPSM) through DGS.
· Execute all necessary forms to gain project authorization, appropriations, and contracts for construction projects.
· Work with the DOF Office of Procurement to obtain professional consulting services, non-professional services and construction services required for projects.
· Develop schedules for the planning, design, and construction of all projects and construction programs.
· Prepare budgets for projects utilizing the resources of contract consultants and/or DGS Cost Reviewers in the format designated by the Department of Planning and Budget (DPB) or other such designated format.
· Manage budgets throughout the course of projects and maintain records of expenses to assure expenditures are within budget limitations.
· Maintain thorough project files, especially those required to mitigate and dispute claims.
· Create reports, communication to contractors, submit weekly progress updates to the Division Director, and monthly project reviews for the Division Director and the Chief of Administration.

Minimum Qualifications

· Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment).
· Extensive full-cycle project management experience.
· Experience reviewing, interpreting, and evaluating full sets of building plans and specifications, including experience evaluating building code compliance.
· Extensive working knowledge and experience in construction and building systems.
· Extensive working knowledge and experience in facilities management.
· Demonstrated ability to draft clear, concise reports and communicate effectively orally and via clear written reports with management, staff consultants, contract professionals, paraprofessionals, and/or service/maintenance personnel.
· Excellent interpersonal skills, including the ability to work well with all levels of internal management and staff, as well as outside clients and vendors.

Additional Considerations

· Experience working with the DGS Construction & Professional Services Manual.
· Experience managing construction, renovation, and/or maintenance projects for a variety of facility types, uses, and sizes.
· Experience establishing, maintaining, and providing reporting on construction project budgets.
· Knowledge of public procurement policies.
· Experience with contract administration.
