Job Duties

The Virginia State Police is seeking to hire an engaged Classification and Compensation Manager in our Human Resources Division located in North Chesterfield, Virginia. The person selected for this position will lead the classification and compensation team with a strategic and innovative approach while maintaining the day-to-day operations to include analyzing job requirements, evaluating positions by grade level, FLSA status determinations, and pay actions. As the Department continues to evolve and work towards becoming “Best In Class”, the manager will play a critical role in the implementation of new plans and ideas that coincide with compensation trends and organizational objectives to help the Department reach its goal.

•Manages organizational studies and classification audits.
•Manages and develops organizational plans.
•Works with the Compensation and Classification staff regarding studies, concerns, and recommendations.
•Manages and updates the Salary Administration Plan no later than January 1st of each year.
•Reviews Personnel Action Worksheets (PAWS) and recommends salaries for civilian employees.
•Oversees the Agency Recognition Program and recommends strategies.
•Actively participates in all programs to bring solutions and creative ideas.
•Constantly looking for ways to streamline processes in the Compensation/Classification Section.
•Takes a proactive role in leading the section.
•Oversees the Special Projects Coordinator by providing guidance and participating with recommendations and solutions.
•Manages the Department’s automated personnel programs/records and statistical reporting, and manpower, employee transactions involving promotions, demotions, transfers, resignations, terminations,
employment, leave without pay, salary adjustments, and other transactions.
•Ensures the weekly outstanding report is prepared to address any outstanding items with the Divisions and Payroll Services Bureau (PSB).
•Ensures Cardinal transactions are complete and accurate.
•Contacts VITA Customer Care Center (VCCC) within a day for corrections to transactions.
•Ensures staff follow through on VCCC transactions.
•Ensures job data is updated in a timely manner.
•Ensures OEBS/Cardinal transactions are processed accurate.
•Reviews Leave Liability Report.
•Manages Personnel Records operations.
•Monitors workload, legal correspondence, and accesses needs.
•Ensures all Freedom of Information Act (FOIA) responses are
submitted to NextRequest by the due dates and monitors all assigned requests.
•Manages the Agency’s Performance Planning and Evaluation Program
•Develops Agency training in specialized areas.
•Develops cross-training programs and/or desk procedures for subordinate staff to ensure continuity of operations.
•Maximizes performance and morale through effective leadership.
•Supervises assigned staff by establishing priorities, evaluating performance, assessing developmental needs, and correcting substandard performance and discipline issues as they occur.
•Communicates clearly and concisely with staff and encourages staff to maintain open communications.
•Effectively identifies and resolves personnel conflicts.
•Reviews items provided by staff to ensure accuracy prior to final submission.
•Communicates safety issues with employees to ensure a safe workplace.
•Continuity of operations is maintained through cross-training and development of current desk procedures.
•Ensures staff is staying up to date with training.

Minimum Qualifications

•Considerable knowledge of sworn and civilian classification and compensation practices and strategies; of federal and state laws
governing Human Resource Management policies and procedures; of supervisory principles and practices; and of personnel records management.
•Knowledge and experience in using human resource analytics.
•Knowledge and experience in planning and monitoring organizational studies; in overseeing and conducting special projects; and the ability to develop and write reports and memos.
•Skill in operating computers and using Microsoft Office applications.
•Demonstrated ability to develop and deliver training.
•Demonstrated ability to develop and implement policies, procedures, initiatives, and programs; to analyze and assess organizational
structure; to interpret and respond to complex issues; to supervise, interact and lead the work of professional and administrative staff; to gather and analyze data and provide logical conclusions; to interpret internal and external policies and procedures; and to effectively communicate orally and in writing.
•Graduation from high school or equivalent.
•Considerable experience in Human Resource Management, Classification/Compensation (job analysis and evaluation), and supervising professional employees.
•A combination of related education, training and experience indicating possession of the preceding knowledge, skills and abilities.

Additional Considerations

• SHRM certification preferred.
