Job Duties

The Virginia Department of Agriculture and Consumer Services is seeking to fill two Dairy Accountant positions for the State Milk Commission. This position reviews fluid milk sales reports of licensed milk distributors and processes data for classification and valuation of producer raw milk deliveries; ensures that dairy cooperatives submit timely delivery and production reports; and accounts for milk movement when reviewing processor reports of receipts and utilization. The position uses findings to calculate receivables and payables into producer fund pools that equalize payments received to deliveries into regulated markets and to establish a monthly milk production quota that determines premiums paid to dairy producers that serve Virginia milk markets. The Dairy Accountant performs cost studies of representative fluid milk processors to arrive at manufacturing and delivery costs, and reviews fluid milk prices advertised by retailers to confirm pricing structures comply with fair trade regulations. The position annually audits initial sales findings using generally accepted accounting principles and reconciles any changes to final reports of receipts and utilization through a combination of electronic file reviews and site visits to processors and licensed milk distributors. Once onboarded, these positions may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.

Minimum Qualifications

Demonstrated knowledge of, and ability to apply, generally accepted accounting principles, generally accepted auditing standards, and manufacturing cost accounting. Demonstrated ability to learn, apply, and enforce all relevant rules and regulations. Ability to work independently using analytical skills with minimal supervision while completing work assignments and to work effectively with a team to meet strict deadlines. Highly proficient in Microsoft Excel to include understanding of advanced accounting functions, as well as ability to use other programs in the Microsoft Office Suite and database software. Must be detail oriented and have strong organizational and communication skills along with the demonstrated ability to work effectively with management, employees, industry representatives and customers. Must have (or be eligible for) and maintain a valid driver’s license and have a driving record that reflects a sense of responsibility for highway safety. H.S. Diploma/GED also required.

Additional Considerations

A combination of related education, training, and experience indicating possession of the preceding knowledge, skills, and abilities to include accounting, auditing, and dairy accounting principles. Experience in fluid milk processing accounting or auditing; dairy regulation; or manufacturing cost accounting also considered.
