DBVI's primary focus is to assist blind Virginians in achieving quality employment outcomes. Vocational evaluation, job training, job development, placement, follow-up, and other services are provided to assist consumers in obtaining jobs in the public and private sectors.

 

Job Duties:

To enable blind and visually impaired individuals to achieve their maximum level of employment, education, and personal independence.

The DBVI Facilities Manager is responsible for overseeing the full scope of facilities operations and maintenance for the Azalea Avenue Complex, which includes eight buildings and 32 acres of land. This role requires a strong leader capable of managing a skilled maintenance team and performing a wide range of administrative and operational functions.

Purpose of the position:

  • Lead, manage, and supervise the Buildings and Grounds staff, ensuring efficient delivery of maintenance services, preventative care, and operational support.
  • Oversee facility operations for a 24-hour residential rehabilitation center, administrative buildings, food services, recreation facilities, leased office spaces, and VIB manufacturing sites in Richmond and Charlottesville. 
  • Plan, coordinate, and monitor maintenance programs including HVAC, electrical, plumbing, fire safety, security systems, and general building operations. 
  • Perform administrative functions such as procurement, budget oversight, contractor coordination, and compliance with OSHA and state fire codes. 
  • Develop preventative maintenance schedules and enforce safety protocols and building codes.
  • Serve as agency liaison for contractors during renovation and capital improvement projects, including coordination of timelines, technical resolution, and payment approvals. 
  • Maintain and utilize automated systems for work orders, procurement (eVA), and maintenance tracking. 
  • Play a key leadership role in emergency preparedness, including the Continuity of Operations Plan (COOP) and development of emergency evacuation procedures.

Minimum Qualifications:

The ideal candidate will have:

Knowledge/Experience:

• EPA certification in proper refrigerant practices.
• Supervisory experience in building maintenance or facilities operations.
• Journeyman-level skill in one or more trades: HVAC, electrical, plumbing, or carpentry.
• Experience in vendor and contract management, including the development of service contracts.
• Familiarity with fire safety systems, building automation systems, and computerized maintenance management systems (CMMS).
• Knowledge of state procurement systems (eVA), OSHA safety regulations, state fire codes, and general physical plant operations.
• Valid Virginia driver's license or ability to obtain one before employment.

Skills/Abilities:

• Skilled in diagnosing and repairing HVAC, electrical, plumbing, and structural systems.
• Ability to read and interpret mechanical and architectural drawings.
• Strong proficiency in computer applications such as Microsoft Word, Excel, and work order management software.
• Ability to effectively lead, motivate, and manage a team of journeyman and semi-skilled maintenance personnel.
• Strong organizational and problem-solving skills with the ability to prioritize and respond to emergencies.
• Excellent communication skills and the ability to collaborate with vendors, contractors, and agency leadership.
