Job Description:
Nestled in the beautiful Shenandoah Valley, Blue Ridge Community College (BRCC) has been offering non-credit workforce training and special interest classes for individuals, business, and industry for over 55 years. The College is a community dedicated to excellence, ethical behavior, and empowerment, and has consistently been recognized by the Chronicle of Higher Education as a Great College to Work For. BRCC serves the cities of Harrisonburg, Staunton, and Waynesboro as well as Augusta, Highland, and Rockingham Counties.

BRCC is seeking a transformative administrator to provide dynamic leadership for the regional workforce community. The Dean of Workforce Solutions drives training, enrollment, and revenue related to workforce development, customized and contract training, and other related programs and services. The Dean oversees a team of program managers, staff, and instructors to achieve this goal. The Dean facilitates development of course schedules, administers the unit budget, and collaborates with community partners to build curricula and grow academic programs (delivered both on campus and digitally). The Dean is expected to be an active member of the regional economic development and workforce development community.

Key Responsibilities:
Administrative Oversight
  • Provides leadership and direction to the workforce development division; leads with an emphasis on teamwork, productivity, and accountability
  • Supervises and supports program managers, staff, and instructors to ensure all have the resources and guidance needed to succeed
  • Fosters a culture of innovation, data-informed decision making, and continuous improvement within the unit
  • Collaborates with Marketing and Media Relations to develop and execute an annual marketing plan based on data analysis of current and projected marketing initiatives.

Talent and Workforce Solutions
  • Creates and implements strategies to enhance corporate training enrollments, client relationships, and revenue generated by the unit
  • Develops specific, measurable staff goals including those related to the number of participants trained, clients served, clients retained, gross revenue, and net revenue
  • Directs the implementation of strategies to achieve enrollment and revenue goals; oversees ongoing analysis using data-driven reports and environmental scanning tools.
  • Develops and provides ongoing analysis of multiple types of budgets for operating, managing, and marketing the department toward a self-sustaining budget model.

Program Development and Management
  • Provides leadership for the development and implementation of innovative customized contract training and business services, Fast Forward programs, and continuing education programs
  • Monitors and evaluates program performance (data collection, visualization, and analysis) to advance workforce programming and drive continuous improvement in program design and effectiveness
  • Assures compliance of programs with accrediting organizations, regulatory agencies, BRCC policies, relevant state regulations, and any specific licensure or certification requirement

Strategic Partnerships and Planning
  • Support and maintain effective, collaborative relationships among academic divisions, student affairs, and other stakeholders to ensure a seamless one-door experience for learners who pursue industry credentials, certificates, or degrees
  • Represents the College throughout BRCC's service region on professional and community organizations to build strategic partnerships and ensure program currency
  • Collaborates with the Vice President of Academic Affairs to develop and implement the strategic plan for the workforce unit; develops and executes an annual operation plan that drives performance
  • Serves on college-wide committees to further the goals of the institution.

The Dean of Workforce Solutions reports to the Vice President of Academic Affairs and performs other duties or special assignments as directed.
Minimum Qualifications:

  • Master’s degree in business administration, public administration, higher education, or another discipline appropriate to BRCC’s programs of study
  • Experience leading workforce development efforts, specifically demonstrating progressive responsibility for developing, launching, and managing programs in an education institution, training organization, or professional association
  • Proficiency in fiscal planning, analysis, and budget management
  • Commitment to student success
  • Track record of contributions as a member of a team, specifically in a data-informed environment with high levels of accountability; ability to build effective teams and generate the support of unit staff
  • Demonstrated ability to work with minimal supervision with attention to details
  • Familiar with and supportive of BRCC’s Mission, Vision, Values, and Strategic Directions; commitment to the community college mission and philosophy
  • Ability to work in a collaborative work environment, responsive to internal and external needs and opportunities
  • Ability to work a flexible schedule, including evenings and weekends and to travel to accommodate the needs of the unit or BRCC
  • Excellent oral, written, and interpersonal communication skills, including the ability to deliver effective presentations
  • Sensitivity to the educational and personal goals, needs and challenges of the BRCC student population
Additional Considerations:

  • Minimum of two years’ experience teaching credit or non-credit courses, preferably in a community college environment
  • Demonstrated skill in academic administration
  • Project management experience or proven ability to complete projects
  • Experience leading a large team with broad responsibilities and scope
  • Broad awareness of the economic needs of BRCC service area, including Go Virginia Region 8
  • Familiarity with funding models such as Fast Forward, G3, etc…
  • Track record of collaboratively building partnerships with peer higher education institutions, local businesses, the public sector, community groups, and external organizations
  • Experience developing curriculum to provide partners with innovative training and solutions
