Job Duties

The Virginia Information Technology Agency (VITA) is seeking a Deputy Chief and Director of Business Platform Solutions (BPS) to lead the strategy, governance, and execution of our enterprise business platform services.

This role is responsible for enabling the successful adoption and lifecycle management of platforms that support agency operations across the commonwealth.

Through strategic planning, cross-agency collaboration, and strong team leadership, the Director ensures the delivery of modern, secure, and scalable platform solutions that drive business value.

This position is also critical in establishing governance frameworks, ensuring security and policy compliance, and promoting statewide adoption.

Key Responsibilities:

• Strategic Leadership: Define and execute a multi-year roadmap for business platform services aligned with organizational priorities.

• Team Management & Oversight: Cultivate a high-performing team culture, providing leadership to managers and platform delivery teams.

• Platform Service Enablement: Oversee the implementation and support of new platform services; ensure reliability, operational excellence, and user satisfaction.

• Governance & Compliance: Establish governance models and partner with security teams to ensure all platform services meet compliance requirements.

• Stakeholder Engagement: Serve as a trusted advisor to agency leaders and internal partners; drive alignment between platform services and business goals.

• Innovation & Continuous Improvement: Monitor emerging technologies and trends; define KPIs and lead continuous improvement initiatives.

• Financial Planning & Budget Oversight: Develop and manage budgets for platform services; forecast financial needs, ensure cost-effective delivery, and align investments with business value.

Minimum Qualifications

• Considerable progressive experience in IT leadership roles, with at least 5 years in a senior management or director-level role overseeing enterprise platforms or business systems.

• Proven experience managing large, cross-functional teams, including second-line managers (minimum: 30+ staff).

• Demonstrated success in leading enterprise platform adoption (e.g., CRM, ERP, Low Code/No Code, RPA, AI, shared business services) across complex organizations or government agencies.

• Strong understanding of enterprise platform governance, implementation lifecycle, risk management, and change enablement.

• Experience working with agency leadership to align platform services with business goals, ensure value realization, and enable sustainable adoption.

• Experience with modern business platforms (e.g., Microsoft Power Platform, Box, GitHub, CoPilot, Dynamics 365, etc.) and integration strategies.

• Proven ability to develop, mentor, and lead leaders, with a track record of building high-performing, service-oriented team
