Job Duties

Ensures that expectations are clear, well communicated, and relate to the goals and objectives of the department or unit.
• Provides staff with frequent, constructive feedback, including interim evaluations as appropriate.
• Gives staff the necessary knowledge, skills, and abilities to accomplish goals
• Encourages staff professional development in support of agency succession planning.
• Ensures requirements of the performance planning and evaluation system are met and evaluations are completed by established deadlines with proper documentation.
• Addresses and properly documents performance issues as they occur.
• Reviews and communicates safety issues assure a safe and healthy workplace and a reduction in work related absences. Provides strategic direction for airport and economic development strategies involving the state air transportation system

Demonstrates understanding of economic, political, demographic, and air transportation changes affecting the agency and its stakeholders. Works collaboratively with agency leadership to achieve the agency mission and goals. Develops strategies for improving the Commonwealth’s air transportation system. Works with agency leadership to analyze and draft federal and state legislation and regulations aligned with the Agency’s mission and goals. Promotes the incorporation of emerging-technology initiatives as they affect and/or enhance airports. Works directly with federal, state and local authorities and private stakeholders to ensure the Commonwealth aviation system provides a positive economic impact for the community and the state. Sustains a close-working relationship with state and federal organizations. Demonstrates “outside-the-box” thinking to formulate issue resolutions while maintaining compliance with policies.


CAF: Responsible for the administration of the Commonwealth Aviation Fund, the capital funding program for airport development, ensuring that appropriation is not exceeded, and funds are allocated to maximize federal funding. Directs the compilation, preparation, and presentation of capital funding requests and complex technical policy analysis for Board consideration. Ensures the General Assembly mandated report is completed and submitted to the General Assembly by November 1, annually.


ASF: Provides oversight of the Facilities & Equipment, Maintenance, Rural Runway Rehabilitation, and Security programs to ensure compliance with program requirements. Oversees the development and implementation of performance metrics to measure program success, system benefit, and return on investment from public funds.


General: Recommends internal and external systemic process improvements that promote an efficient and effective professional business environment. Responsible for ensuring that the public-use airports in the Commonwealth comply with safety dimensional standards in accordance with Section 5.1-7, Code of Virginia minimum licensing standards. Takes appropriate administrative and legal action to address deficiencies. Responsible for ensuring Virginia's public- and private-use airports are properly licensed in accordance with the Code of Virginia. Prepares and presents information on potential violations to the Virginia Aviation Board for action.

Director’s Leadership Team: Notifies the Agency Director in a timely manner of all potential issues or concerns pertaining to areas of division oversight. Attend external organization meetings at the Director’s behest. Attend leadership team meetings and provide updates on division activities. Submit division and program information for inclusion in the weekly report to the Secretary of Transportation. Works collaboratively with leadership team to achieve the agency’s mission and goals.

Emergency Operations: Oversees the coordination of the agency’s support of the Virginia Emergency Support Team (VEST).
COOP: Provides assistance with the Continuity of Operations (COOP) through review, update and implementation. Promotes COOP to our public- and private-use airports and the use of our airports to first responders.







Minimum Qualifications

Significant knowledge of and experience in working with airport development at public-use airports in the Commonwealth (Virginia). Experience managing a senior, highly-trained, technical workforce. Extensive experience in directing and/or managing capital programs. Considerable knowledge of federal and state aviation laws, regulations and policies. Ability to make independent judgments in the interpretation and analysis of rules, regulations, policies, and procedures. Propensity to evaluate an issue and develop a creative resolution while remaining compliant with rules, regulations, and policies (think outside the box). Ability to collaborate on the incorporation of new and emerging technologies into existing aviation system. Considerable knowledge and/or experience in financial management practices and grant administration. Demonstrated ability to communicate effectively, orally and in writing with senior elected officials, stakeholders, and the general public. Ability to develop and implement organizational processes. Skill in building relationships, conducting high-level negotiations, monitoring and understanding shifting environments, including economic, political, social, and business changes. Experience working independently or collectively in a crisis or emergency situation with federal, state and local emergency management agencies.

Additional Considerations

Executive management experience in airport engineering, planning/environmental science, airport management, budgeting, grant management, policy management, governmental relations. Knowledge/experience with emerging aviation technologies. Experience as member of executive leadership team. Excellent verbal and written communication skills. College degree or combination of equivalent training and experience in engineering, planning, public administration or aviation science/management.
