The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
Purpose of Position:
Performs advanced (senior-level) managerial work overseeing the daily operations and activities of the Construction and Facilities Management Office (CFMO) of the Virginia Department of Military Affairs (DMA). Provides proposed guidance and recommendations to the CFMO Director and different branches of the CFMO. Work involves establishing goals and objectives; developing guidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities to include budget, contracting, project design and management, facilities maintenance and repair, environmental actions, and day-to-day personnel and administrative actions. Plans, assigns, and supervises the work of others on a daily basis. Oversees property accountability for all branches within the Directorate.
This position is based out of Richmond, Virginia at the Defense Supply Center Richmond (DSCR), and will commute to Blackstone, VA two-three times per week.

Minimum Qualifications
Experience as a mid to senior-level manager with a background in construction, construction management, or civil engineering;
Ability to procure goods and services;
Skill in the use of computers and software to include Microsoft Office products;
Ability to make quality and timely decisions without having complete information;
Knowledge of contract management required;
Experience in budget development and administration using automated financial software systems;
Must be capable of leading and managing diverse organizations and building relationships with internal and external stakeholders;
Demonstrated ability to supervise employees and complete personnel actions including, but not limited to counseling, mentorship, disciplinary actions, terminations, etc.;
This position requires the ability to travel approximately 20% of the time around the Commonwealth of Virginia;
Must be willing to commute to Fort Barfoot in Blackstone, VA two-three times per week using either a POV or State Vehicle;
This position requires the successful completion of a favorable background investigation;
Must have a valid Driver's License with an acceptable driving record.
Additional Considerations
Previous experience with state or federal government is preferred but not required;
Knowledge of Agency Procurement and Surplus Property (APSPM) and Construction Professional Service Manuals (CPSM) a plus.

Must obtain Virginia Construction Contracting Officer (VCCO) certification within 24 months of hire.
