Job Duties
This position is open to current State employees of the Commonwealth of Virginia.
The Virginia Department of Forensic Science has experienced record growth and is currently in construction of a new state-of-the-art facility in Hanover County. Once completed, this Facility will house staff from the Central Laboratory, Director’s Office, Administrative Offices, and the Office of the Medical Examiner, currently located in Richmond. The transition is anticipated for First Quarter 2026.
The Department of Forensic Science (DFS) is seeking a highly skilled, motivated, and detail-oriented Director of Finance and Administration to join the agency’s leadership team. This position, reporting directly to the Agency Director, will collaborate closely with agency management to provide financial expertise and strategic guidance to support the achievement of the agency’s mission, vision, and values. In addition, the position will provide leadership, oversight, and supervision over Finance, Procurement, and Grant Management operations to ensure compliance with applicable state and federal laws, rules, and regulations while also working to improve effectiveness, efficiency, and customer service. Occasional overnight travel is required, and the employee will provide their own transportation as required.
Minimum Qualifications
• Management level experience directing staff involved with accounting, financial management, compliance assurance, procurement and/or grant management.
• Extensive knowledge of Generally Accepted Accounting Principles (GAAP), fund accounting, financial reporting, budget development and execution, and strategic planning as implemented by the Commonwealth of Virginia.
• Extensive knowledge of state procurement and property rules and federal grant management requirements.
• Extensive knowledge of the Virginia legislative and regulatory processes, state appropriation and allotment procedures, and applicable rules promulgated by Central State Agencies.
• Proficiency with Microsoft Office 365 to include Word, Excel, PowerPoint, Teams, and Outlook.
• Possess excellent communication skills, to include verbal, written, listening, and presentation skills, in addition to being able to apply them with agency employees of all levels and with external customers.
• Possess time management, organization, and customer service skills to ensure projects and tasks are completed timely and accurately.
• Ability to perform complex financial analysis, draw logical conclusions, and effectively communicate the results.
• Ability to both develop and interpret policy, develop procedures, and apply knowledge of effective business practices and procedures.
• Ability to establish and maintain effective working relationships.
• Ability to exercise sound and independent judgment and address complex issues with minimal or no supervision.
• Valid driver’s license and/or other means of reliable transportation.
Additional Considerations
• Professional Certification such as: Certified Public Accountant (CPA), Certified Management Accountant (CMA) and/or Government Financial Manager (CGFM).
• Certification as a Virginia Contracting Officer (VCO) or Virginia Contracting Master Officer (VCM).
• Considerable experience with Commonwealth of Virginia systems including but not limited to: Cardinal Financials (FIN), Cardinal Human Capital Management (HCM), eVA, and Performance Budgeting (PB).
• Knowledge of the Commonwealth of Virginia policies and procedures and agency operations.
