About this position

The Virginia School for the Deaf and the Blind is seeking a Director of Financial Operations.

This is a 12-month, classified position with state benefits, including health insurance, retirement, life insurance, and disability coverage.

Job Duties 

Serves as the agency's top advisor on management of financial matters, requiring sound judgment and informed, independent decision-making.
Actively participate as a member of the VSDB leadership team

Provide effective leadership for the Finance Department and agency-wide finance efforts.

Provide effective leadership for food and dietary management.

Oversees Capital Outlay Budget

Performs or supervises all accounting functions.

Serves on the VSDB Foundation Board and maintains the financial information.

Serves on the Bass Endowment Fund Board.

Develops policy related to areas of responsible and advises all stakeholders on all matters related to policy.

Submit and distribute monthly, annual, and periodic reports.
Provides expectations that are clear, well communicated, and relate to the goals and objectives of the department.

Provides staff with frequent, constructive feedback, including interim evaluations as appropriate.

Ensures staff have the necessary knowledge, skills, and abilities to accomplish goals.

Maintains consistent compliance with the requirements of the performance planning and evaluation system are met, and evaluations are completed by established deadlines with proper documentation.

Provides effective leadership for agency financial management team which includes the Accounting Supervisor, Payroll Technician, Accounts Payable Technician, Procurement Office, and Cashier/Reimbursement Clerk.

Maintains compliance with agency policies and procedures, state and federal codes and laws, and safety rules and regulations.

Assures functional knowledge of financial management in all areas including records management, payroll processing, leave accounting, grants and contracts, accounts payable, inventory, assets management, accounts receivable and procurement.
Provides effective leadership for food/dietary department.

Oversees the School Nutrition Program and completes the monthly, semi-annual and annual financial reporting.

Assures compliance with state and federal regulations.

Completes the Capital budget annual spending report and the maintenance reserve spending report.

Maintains construction in progress balances and records capital fixed assets and construction in progress expenses in the Commonwealth’s Fixed Asset program (FAACS).

Runs reports for monthly Virginia Public Building Authority (VPBA) bond reimbursements on capital projects monthly. Reviews the reimbursements and submits to the Treasury Department.

Complete the annual draw down schedule for VPBA funded capital projects.

Performs or supervises all accounting functions including maintaining complete accounting records for all fund accounts, including general, federal, special, and student funds.

Audits vouchers for coding accuracy prior to posting and verifies deposits.

Prepares journal entries and vouchers as needed in accordance with state policies and procedures and generally accepted accounting principles.

Analyzes all financial information and submits reports for dissemination to various governmental agencies including year-end financial statements, strategic plan, decision packages, budget adjustments, annual SWAM Plan, ESEA grants, and all IDEA special education grants.

Submit reports for the Monthly Management Report to Superintendent.

Oversees and assists with the Facility Use software program and requests.

Maintains Federal grant balances. Completes and uploads grant applications, makes budget changes as necessary and approves reimbursements in OMEGA.

Completes the quarterly Medicaid Administrative Claim and the annual Medicaid Cost Report.

Completes monthly credit card reconciliation.

Approve leave sheets and timecards/leave sheets for approximately 80 employees each week in Cardinal HCM system.

Maintain and update vehicle values annually or as needed in Treasury’s auto program.
Prepares agency budget; administers department budget in accordance with agency guidelines, procedures and timelines.

Communicates the agency's financial status to the Board of Visitors, superintendent, department heads and other appropriate personnel.

Approves payroll and leave requests in accordance with agency guidelines and timelines, ensures accuracy of information submitted.

Approves and monitors expenditures from all funds and purchase requests.

Ensures compliance with Virginia laws and procedures for financial management in all areas including records management, payroll processing, leave accounting, assets management, accounts receivable and procurement.

Computes all financial data and develops documents for submission for biennial capital and operating budgets.

Compiles and submits monthly, quarterly, and annual financial statements and other reports as required.

Monitors policy implementation of policies related to areas of responsibility; recommends revisions and/or additions to policies for areas of responsibility.

Assists in development of annual reports and plans, maintains accurate, complete and clear records.

Serves as liaison with appropriate state personnel and agencies for areas related to areas of responsibility.

Serves on the VSDB Foundation Board and maintain financial information.

Serves on the Bass Endowment Fund Board and maintain financial information.

Completes/attends all required/scheduled training according to stated due dates or as scheduled in accordance with the directives of the Department Head and/or direct supervisor.

Completes Conflict of Interest training and files Statement of Economic Interests financial disclosure as required by the Department of Legislative Services.

Minimum Qualifications

Advanced competencies of Generally Accepted Accounting Principles (GAAP), budget management, capital outlay, construction project management; facility maintenance administration and procurement.

Demonstrated competencies of computer software applications packages for developing documents and reports.

Demonstrated ability to effectively supervise support staff and resolve employee relations issues.

Experience working directly with local, state and federal level authorities in areas including financial accountability and operations issues.

Demonstrated ability to interpret Commonwealth and agency policies and procedures related to appropriations, financial management, procurement, facilities management and construction.

Management level experience related to financial, or operations management is required.

Proficiency level of “Novice” in American Sign Language as measured by the Sign Communication Proficiency Interview or agreement to acquire the specified level within three years.

Additional Considerations

VA Contracting Officer (VCO) preferred.

Prefer experience with automated accounting/budget preparation/procurement/payroll systems used in the Commonwealth of Virginia.
