The Director of Tax and Audit is responsible for the effective management of key programs related to Unemployment Insurance (UI), including UI Employer Tax, Compliance and Audit, Employer Services, Wage Data and Reporting, and Account Review and Suspense Reporting. This position ensures the appropriate collection of UI taxes from employers, the seamless integration of payroll tax systems with other agencies, and conducts audits for compliance with tax regulations. Additionally, the Director is responsible for maintaining the accuracy of contributions, reported wages, and ensuring UI eligibility through the use of accurate data, ultimately safeguarding the integrity of the UI Trust Fund.
The Director ensures compliance with all state and federal financial regulations and collaborates with internal and external partners to address business needs and enhance the agency’s performance, and works in a collaborative office environment which may require occasional travel to represent the agency at meetings or conferences. The position may also involve extended hours to meet operational needs and deadlines.
This position reports to and is physically located within our Central Office in Henrico, VA. This is not a remote work position.
Minimum Qualifications
• Comprehensive knowledge of related benefits and tax programs and related regulations, policies, and procedures; tax and collections regulations and recovery methods; executive management principles and practices; auditing, fraud and quality assurance standards and techniques; and accounting principles and practices. • Strong leadership, decision making, program management and evaluation, oral and written communication, team building, and computer (web-based and mainframe systems and related software) skills. • Demonstrated ability to manage statewide programs and administrative issues (e.g., budget, IT, HR, and grants); collect, analyze and report data; develop, implement. and apply policies, procedures, and requirements; recommend and implement strategies to enhance performance; prepare reports and plans; and respond to requests for information
Additional Considerations
• Comprehensive knowledge of the Virginia Unemployment Compensation Act, UI programs and related regulations, policies, and procedures. • Extensive leadership and administrative experience in UI tax and audit programs. • CPA or related designation.
In addition, additional consideration will be given to candidates having experience in the following areas:
Issuing Subpoenas and Warrants: Drafting, reviewing, and issuing subpoenas and warrants related to tax debts and compliance. Coordinating with law enforcement or other agencies to ensure proper execution and service of subpoenas or warrants. Maintaining accurate records of issued subpoenas and warrants, as well as all related correspondence and legal documents. Ensuring that all actions taken, including issuing subpoenas and warrants, comply with applicable state laws and tax regulations.
Legal Advice and Guidance: Providing legal counsel to the state agency on matters related to tax debt collection, including strategies for enforcing payment or obtaining compliance through subpoenas and warrants. Advising on legal procedures and risk management related to debt recovery. Negotiating settlements or payment plans with taxpayers or their representatives, where applicable. Ensuring compliance with privacy and confidentiality laws regarding taxpayer information. Coordinating with internal and external stakeholders, including other state agencies, attorneys, and financial institutions, to facilitate collection efforts.
Tax Debt Enforcement: Assisting in the enforcement of tax debt collection actions, including issuing legal processes such as garnishments, liens, or levies. Reviewing and evaluating taxpayer cases to determine the appropriate legal actions (including issuing subpoenas/warrants).
