VDOT’s Fredericksburg District has an exciting opportunity available in its Traffic Department. We are seeking qualified candidates to fill a Traffic Operations Program Administrator vacancy. The Traffic Operations Program Administrator leads directs, and coordinates the identification, prioritization, planning, and program development oversight for traffic operations programs. They provide program planning, management support, and budget direction to include policy and procedure guidance to district operations staff involved in administering the district's operating program budgets, inventory, performance and process reviews and other day-to-day operational functions. They direct district operations budget preparation and monitor expenditures. They provide resource management oversight regarding workload, manpower and contract and consultant requirements for district operations programs. They serve as the District Operations Director's point of contact for internal and external organizational units as it relates to operations management issues and day-to-day operations on a as needed basis. They provide consultation to the District Operations Director on various high-level strategic and tactical issues and executive decisions.

Required skills for job & position:
• Ability to work independently to set priorities, schedules, resolve issues and make decisions
• Ability to communicate effectively with internal and external customers
• Ability to develop a comprehensive operational budget, spending plans, monitoring and analyzing budget data and strategic and short-range forecasting
• Ability to follow oral and written instructions
• Ability to gather and analyze data and reach sound, logical conclusions
• Knowledge of highway field maintenance and traffic operation practices and procedures
• Knowledge of budget planning process, procedures, policies and practices
• Knowledge and experience in transportation and system engineering, program management, resource and workload management, Intelligent Transportations Systems, and strategic planning techniques
• Skill in the use of computers and software applications to include automated financial management programs
• Ability to work independently and cooperatively and to build consensus and provide open communications: set priorities, schedules, resolve issues and make timely decisions
• Ability to effectively plan, direct, and manage efforts through others
• Ability to make professional decisions and recommendations and provide technical and policy support to the district
• Skill in leadership, management, and negotiations
• Ability to utilize financial management systems, gather and analyze data, develop spreadsheets and recommend sound, logical conclusions
• Ability to negotiate outcomes and work with diverse customer groups

 

Minimum Qualifications

• Extensive knowledge of budget planning processes, procedures, policies and practices
• Proven ability to work independently; set priorities, schedules, resolve issues and make timely decisions
• Ability to effective plan, direct, and manage efforts through others
• Ability to proactively identify problems, facilitate solutions while representing the district at statewide, regional, other committees and work groups
• Experience in developing a comprehensive operational budget, spend plans, monitoring, analyzing budget data and strategic and short-range plans
• Skill in utilizing Financial Management Systems, developing spreadsheets and other common computer applications
• Proven ability to provide quality customer service to customers, and to provide technical and policy support to the district
• Experience negotiating outcomes and working with diverse customer groups
• Proven ability to gather, analyze data, use data gathering technologies, and reach sound, logical conclusions

 

Additional Considerations

• Experience in developing a comprehensive operational budget, spend plans, monitoring and analyzing budget data and strategic and short-range plans
• Experience negotiating outcomes and working with diverse customer groups
• Proven ability to provide quality customer service to internal and external customers, and to provide technical and policy support to the district
• A combination of training, experience, or education in business administration, operations research, operations management, financial planning, engineering or related field desired

Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

This position is classified as designated to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
