Job Duties

Core Responsibilities for Position


Responsible Charge Engineer

Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.

Design Software

Complete hydraulic design tasks using appropriate design software. Use Microstation and GEOPAK to incorporate hydraulic design features into construction plan set.

Quality Assurance

Review hydraulic designs prepared by in-house and consultant resources. Review number of manhours and scopes for either internal or externally designed projects and construction issues related to hydraulics. Serve as technical advisor for VDOT's legal staff in litigation involving highway drainage. Provide technical assistance to designers in the resolution of drainage, stormwater and erosion and sediment control issues. Analyze significant problems and develop and recommend solutions.

Policies and Procedures

Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area.

Project Management and Documentation

Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures.

Process Improvements

Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations.

Hydraulic Investigations and Design

Develop hydraulic designs for a wide range of highway and transportation related projects including designs for channels, culverts, storm sewer systems, stormwater management facilities and erosion and sediment control plans. Provide assistance in resolving drainage, stormwater management facilities and erosion and sediment control problems and issues in the design, construction and post construction phases of plan and project development. Develop drainage designs that are functional, economical, minimize environmental impacts and are easily constructed and maintained.

Project Team Participation

Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technially accurate and effectively disseminated. Review and resolve challenges to enhance team performance.

Technical Guidance

Develop technical procedures and guidelines and provide input into VDOT's Drainage Manual on items related to the application and implementation of hydraulic issues. Provide technical assistance in problem resolution. Organize and conduct technical training and workshops for statewide staff and others according to assessment of needs.

Conduct Engineering Studies

Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations.

Communications

Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA.

• Ability to interpret and apply local, state and federal transportation laws, regulations and guidelines.

• Ability to build networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives.

• Ability to apply advanced engineering principles and practices to a variety of complex transportation projects.

• Knowledge of project management processes.

• Skill and ability to positively interact with employees, citizens and government officials.

• Skill in the use of design software.

• Knowledge of VDOT drainage policies and design procedures and VDOT Drainage Manual.

• Knowledge of transportation engineering principles, practices, standards, and specifications.

• Skill in negotiating.

• Knowledge of roadway design criteria, construction methods, standards, specifications and materials.

• Ability to read and interpret plans, contracts, specifications and regulations.

• Ability to investigate and resolve design issues and to manage multiple projects.

• Ability to plan, coordinate and manage multiple, concurrent assignments.

• Ability to develop effective working relationships at all organizational levels, both internally and externally.

• Ability to draw rational conclusions and develop solutions from analysis; make independent decisions; and manage multiple assignments.

• Comprehensive knowledge of hydrology and hydraulics design to include peak discharge, hydraulic analysis, open channel flow, flood routing and culvert and storm sewer hydraulics.

• Ability to design stormwater management and erosion and sediment control plans.

Minimum Qualifications


• Experience applying hydrology and hydraulics design to include peak discharge, hydraulic analysis, open channel flow, flood routing and culvert and storm sewer hydraulics.

• Experience applying roadway design criteria, construction methods, standards, specifications and materials.

• Experience interpreting and applying local, state and federal transportation laws, regulations and guidelines.

• Degree in Civil Engineering or related field.

• Valid Professional Engineer's license.

• Skill in the use of computers and software applications to include engineering and design software.

• Ability to communicate effectively orally and in writing.

• Ability to investigate and resolve design issues and to manage multiple projects.

• Experience in designing stormwater management and erosion and sediment control plans.

• Experience applying civil engineering principles and practices related to transportation, roadway and hydraulics design.

• Experience applying drainage policies and design procedures.

Additional Considerations

• Experience in transportation engineering, roadway drainage design and hydraulic and hydraulic analysis of bridges and other major drainage facilities using appropriate computer technology.

• Erosion and Sediment Control Program Administrator, Inspector or Plan Reviewer Certification.
