The VDOE Office of Humanities is seeking a qualified individual to provide highly complex professional, analytical, and/or technical expertise in the area of literacy in our Central Region (Region 1).  Responsibilities are multifaceted and involve independent and team decision making related to literacy instruction in the K-12 classroom setting with application of broad technical expertise.  Responsibilities include assisting with the coordination of projects and programs that support the state’s English Standards of Learning program and providing information, services, assistance, expertise, and leadership in:

- developing, administering, implementing, and reporting on the progress of projects, activities, and services that impact statewide literacy achievement of students, K-12; 

- reviewing, developing, organizing, implementing literacy instructional materials, and assessment materials and procedures, with a particular focus on literacy instruction;

- facilitating the development and interpretation of policies and procedures that impact literacy programs and student achievement.

- Developing, implementing, and facilitating literacy technical assistance and professional development at the state level and with divisions in a regional approach and capacity

Minimum Qualifications

- Comprehensive knowledge of K-12 English education and administration, with a focus on professional development.

- Considerable knowledge of resource allocation, budgets, and project management.

- Recognized ability as an expert in English education, with considerable knowledge of English content and reading education.

- Considerable experience with the development and implementation of English curricula, instructional and assessment resources, and professional development.

- Considerable knowledge of the Virginia Standards of Learning program, local school divisions, state and local government policies and procedures, and state agency functions.

- Considerable knowledge of evidence-based early literacy practices and the Virginia Literacy Act.

- Highly developed interpersonal, communication, and problem-solving skills, with the ability to communicate clearly and concisely.

- Highly organized and able to independently manage time and workload, adjust work schedules to meet new or emerging priorities, meet schedules consistently, forecast developing trends, and work collaboratively with and lead staff members, in both K-12 and higher education, in complex initiatives.

- Skills in utilizing computer software for word processing, graphical presentation, databases, spreadsheets, and other technological systems and resources to complete assigned responsibilities.

Additional Considerations

- An advanced degree within the discipline of English and/or Reading or Education is preferred.

- Experience at the central office level or in another leadership position is required.

- Experience teaching a variety of grades and/or levels is preferred.

- Experience in professional development, project management, resource allocation, and budgeting preferred.

- Experience in developing K-12 English educational programs or services as well as program administration and long-range planning is preferred.

- Experience working with institutes of higher education to develop and/or manage K-12 English education projects or initiatives is desired.
