The Environmental Division, located in VDOT’s Central Office, is seeking to fill an Environmental Data Specialist position. The selected candidate will be a member of the environmental data management team focused on the application of GIS technologies and data analytics. This position will manage the development, maintenance, and use of environmental spatial data critical to the planning, design, construction, and maintenance of the Commonwealth's transportation system.
The Environmental Data Specialist will provide support in the application of spatial data statewide through the research, development, and implementation of new GIS workflows and technologies. The position will assist the data management team with the maintenance, administration, testing, documentation, and reporting requirements in order to support the Environmental Division. This position will assist with the administration of various environmental applications, including but not limited to the Comprehensive Environmental Data and Reporting (CEDAR) system, eMaps, and other PowerBI dashboards and/or widgets. This position will also support and maintain various data management and reporting software, including SharePoint Online, Tableau, and PowerBI.
This position will work with the Division’s Environmental Procedure Management Program Manager to analyze and implement new environmental technological initiatives statewide. The position will adjust existing processes and requirements to meet the technical needs of the Environmental Division. The position will coordinate with various VDOT divisions, district environmental staff, and other state and federal agencies. This position also will perform business and data analysis functions for divisions in the Policy directorate as identified by the Chief of Policy.
Minimum Qualifications
Knowledge of geospatial technologies and the basic principles of data management.
Knowledge of transportation project development practices.
Knowledge of working with environmental programs.
Skills working with ESRI ArcGIS software, such as Portal for ArcGIS, ArcGIS Online, ArcGIS Pro, Survey123, ESRI Field Maps, and ESRI Operations Dashboard.
Knowledge of SharePoint Online and Microsoft Power Platform.
Knowledge of the basic principles of environmental management and protection.
Knowledge of and demonstrated experience in a broad range of environmental programs and functions.
Skills in providing business and technical support to staff using data and data analytic software for environmental business decision making.
Ability to promote innovation, teamwork, and consensus between environmental, engineering, and information technology professionals.
Demonstrated skilled use of various software packages for the analysis of performance metrics.
Knowledge of business process improvement, performance metric development, performance management, and organizational effectiveness.
Ability to work productively with IT and other business partners to develop and define business needs for data, systems and processes, and to make improvement recommendations.
Ability to design and use data analytics using multiple sources such as different applications, customer files, records, business intelligence, and business reports.
Additional Considerations
Knowledge of a diverse range of environmental program areas and the potential uses of environmental and spatial data to assist in environmental decision making and regulatory compliance.
Knowledge in the Comprehensive Environmental Data and Reporting (CEDAR) application.
Knowledge of ESRI ArcGIS Mobile software and GPS related tools.
Knowledge of Python scripts, SQL data queries, and other database query language.
A combination of training, experience or education in Environmental Science, Engineering, Geography, or a related discipline preferred; equivalent experience or training may substitute for degree.
Familiarity with graphic design and design software.
Demonstrated skill developing and managing large data sets and integrating data from different sources and across different platforms.
Experience developing business process improvement programs.
