    Job Duties

    Serves as a supervisor in the environmental health program with formal administrative, programmatic and performance management responsibilities for multiple staff in support of work unit goals and objectives. Certifications of the Environmental Health Specialist Senior are required if performing inspections or evaluations of that level. The Environmental Health Technical Specialist certifications are preferred but required if performing the duties.

    Minimum Qualifications

    Minimum KSAs:
    • Knowledge of technical and operational aspects of environmental health programs.
    • Experience providing effective supervision and leadership of professional and technical staff.
    • Experience evaluating programmatic needs assessments, meeting quality standards for services, and evaluation of service delivery.
    • Experience identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
    • Strong communication skills, to include communicating effectively in writing as appropriate for the needs of the audience and conveying verbal information clearly.
    Additional Considerations:
    • Experience in the administration of public environmental health programs
    • Environmental Health Specialist Senior certifications are preferred
    • Environmental Health Technical Specialist certifications are preferred

    A. Performance Management (for employees who supervise others)
    • Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
    • Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
    • Ensures relevant training and workplace safety for staff
    • Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines
    • Supports employee growth through regular feedback, coaching, and professional development opportunities
    * If Employee Level Indicator is checked Supervisor or Manager, Performance Management Duties are applicable and must be included on the PD in PageUp.

    B. Program Supervision
    • Assist the program in obtaining and/or maintaining technical, managerial, and financial capacity necessary to comply with laws, policies and procedures
    • Uses surveillance data to make well-reasoned recommendations which exhibit the ability to convey and substantiate conclusions
    • Provides technical assistance to support the program and field staff; assist with difficult situations & questions
    • Ensures the protection of public health & environment and compliance to support the program
    • Conducts quality assurance field & file checks; ensures regulation/policy compliance, appropriate documentation & timeliness
    • Process applications for Permits, Certification Letters, & Reviews when necessary
    • Assign staff & adjust resources to ensure productivity/compliance
    • Address & minimize backlogs to ensure that all applications are issued/denied within time frames
    • Interact with community partners & other agencies concerning regulations, policies & procedures; ensures appeals of application denials are handled correctly & within time frames
    • Communicates with office/work unit regarding issues
    • Promotes awareness and education to support the program
    • Consults with manager and recommends/initiates changes in implementation of programs in accordance with district/office and program needs
    • Acts a resource to inspect and enforce regulations and to communicate actions most effectively to the public
    • Assures programs are up to date in implementation and adhere to state and local policies

    C. Program Support
    • Oversees assigned caseload and conducts required, routine inspections if applicable, and responds to complaints
    • Acts as lead staff in conducting investigations
    • Takes appropriate enforcement actions and assures compliance as necessary
    • Follows all state and local policies and procedures
    • Provides thorough/complete documentation that is up to date and accurate
    • May conduct inspections and provide clear communications with owner/operator of inspected facilities

    D. Leadership & Community Outreach
    • Provides leadership to VDH, staff, and community; actively engaged in supporting the agency’s mission by collaborating to create vision for assigned program area(s); coordinating and balancing the program needs between all stakeholders; and serving, when appropriate, as a team member to both VDH and community teams.
    • Assists or makes presentations; volunteers to serve on committees or groups; meets with local government officials.

    G. May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies. If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.
