Job Duties

The Executive Director of the Virginia Motor Vehicle Dealer Board (MVDB) plays a pivotal leadership role in ensuring the effective regulation of motor vehicle dealers across the Commonwealth. This position is responsible for delivering strategic direction, operational oversight, and administrative leadership to uphold the agency’s mission: to protect the interests of consumers and to regulate the motor vehicle sales industry in a fair, consistent, and professional manner.

Key Responsibilities:
Provide executive-level leadership and management to all agency operations, including licensing, regulatory compliance, enforcement, education, and consumer protection.

Serve as the primary liaison between the Board and agency staff, ensuring the Board is well-informed and empowered to make sound policy decisions.

Develop, implement, and monitor policies, procedures, and strategic plans that align with the Board’s goals and statutory mandates.

Ensure compliance with all applicable federal and state laws, regulations, and administrative procedures.

Oversee the development and administration of the agency's annual budget and ensure fiscal responsibility.

Represent the Board and agency in legislative matters, public forums, industry meetings, and interagency collaborations.

Lead, mentor, and manage staff, fostering a culture of professionalism, accountability, and public service.

Monitor industry trends, challenges, and innovations to inform regulatory approaches and best practices.

Oversee the development and delivery of educational programs for motor vehicle dealers and salespersons.

Handle complex and sensitive issues involving licensees, consumers, or board members with discretion and integrity.

Minimum Qualifications

● Visionary Leadership: Ability to anticipate and adapt to changes in the automotive industry and regulatory environment.
● Strong Communication Skills: Able to clearly articulate the Board’s mission and goals to stakeholders, including government officials, industry representatives, and the public.
● Ethical and Transparent: Maintain the highest levels of integrity and transparency in operations and dealings with stakeholders.
● Collaboration & Influence: Demonstrated ability to work effectively with diverse groups, including Board members, government agencies, and the motor vehicle community.

○ Progressively responsible experience in public administration, regulatory compliance, or the motor vehicle industry.
○ Proven experience working with or leading a Board of Directors or similar governing body.
○ Experience in financial management, including budget preparation and fund oversight.
○ Strong understanding of public sector operations, particularly in regulatory and compliance environments.
○ Familiarity with motor vehicle dealer licensing and sales operations, consumer protection, and transportation law.
○ Demonstrated leadership in managing teams and complex projects.
○ Experience working in a regulatory role or government agency is preferred.
