Job Duties

The Virginia State Police is seeking to hire a Financial Analyst within the General Ledger/Fixed Asset unit of the Property and Finance Division at the Virginia State Police Headquarters in North Chesterfield, Virginia. This position will work with internal and external customers to ensure the Agency's fixed assets are properly accounted, according to agency, state, and federal policies. The position will provide the opportunity to work with a diverse group who are very engaging and possess a positive approach to their work activities. The incumbent will have opportunities to work creatively and collaboratively to improve current agency business processes. The assigned job responsibilities of this position need to be performed independently in accordance with Department of Accounts CAPP Manual policies and procedures as well as agency internal policies. Experience providing excellent customer service is a plus, as this position often requires interactions with our internal and external customers

•Analyzes accounting transactions to obtain data pertaining to Capitalized Fixed Assets, Land, Building, Infrastructures, and Software and other Intangible Assets including the acquisition, adjustment, disposal, and any other update transactions.
•Manages the reconciliation of Fixed Asset Accounting and Control System (FAACS) record by conducting analysis to ensure accurate and timely adjustments are made in accordance with state and Agency policies and procedures.
•Accurately values capitalized asset records for use in preparing the agency's Financial Reports for fiscal year- end close, and the Capitalized Fixed Assets records for the bi-yearly equipment inventory in accordance to Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Auditor of Public Accounts (APA), Department of Accounts (DOA), and Virginia State Police (VSP) policies, procedures, and regulations.
•Performs depreciation calculations for assigned Fixed Assets as needed or required.
•Oversees the compliance with GASB 34 and GASB 51 for proper treatment of the different types of assets.
•Prepares and performs monthly Fixed Assets reconciliations for incorporation into annual financial statements per DOA's Financial Reporting Directive for Capitalized Fixed Assets, real estate, and Construction In Progress (CIP) projects.
•Monitors and updates the data for Capitalized Fixed Assets and perform the required CIP Form 4 entries.
•Generates the monthly Potential Fixed Assets report, gathers complete documentation, analyzes, and ensures purchases are evaluated and recorded accordingly.
•Develops the methodology to adjust useful life of assets.
•Liaises with DOA analyst to resolve Fixed Asset issues.
•Conducts analyses of Construction in Progress (CIP) to ensure projects are reported accurately and determine if there are invalid projects.
•Prepares the required CIP Form 4 for software and Virginia Statewide Agencies Radio System (STARS) equipment projects and follows up the closing project including the partial payment for purchases of equipment.
•Performs quarterly reconciliation starting from the projection date April 2024.
•Manages the monthly reconciliation of the 1122 Program, analyzes the variances, and works to resolve issues quickly.
•Prepares the monthly postage allocation accurately and timely to ensure accuracy of financial accounts.
•Assists the General Ledger Manager in the review/approval of all general ledger reconciliation, including trial balance, suspense accounts, and payroll.
•Manages the Oracle E-Business Suite (OEBS) and Cardinal Error report to ensure that transactional errors in vouchers, journals, uploads, and interfaces are resolved timely.
•Serves as a resource to other units in the resolution of system errors for timely and complete posting of transactions for accurate internal and external financial reporting.
•Reviews current desk procedures and updates to properly reflect daily workflow.
•Identifies negative and incomplete workflow impacts and makes recommendations for corrective action or process revisions to ensure workflows reflect proper checks and reconciliation processes are in place.
•Provides internal and external customers with professionalism, respect, and courtesy.
•Ensures customer requests and inquiries are handled within two business days after receipt and follows through to resolution.
•Serves as backup to the General Ledger Senior Accountant and performs other duties as assigned by supervisor and other Finance Management.
•Demonstrates initiative and innovation in supporting VSP’s mission, goals, and objectives through activities, which sustain and enhance excellence in customer service and commitment to public safety.
•Maintains all financial records in accordance with DOA’s decentralized policies and VSP’s Record Retention Schedule.
•Maintains working knowledge of Asset Information Management System (AIMS), Oracle E-Business Software, FAACS, Lease Asset System (LAS), and Cardinal Financials (FIN).

Minimum Qualifications

•Considerable knowledge of auditing standards and generally accepted accounting principles (GAAP).
•Skill in operating computers and using Microsoft Office applications, working within automated financial systems, using ten key calculators, and strong inter- personnel skills with internal and external customers. •Strong analytic capabilities.
•Demonstrated ability to apply accounting methods to financial transactions/records and prepare financial reports; to research, analyze and reconcile financial data; to work independently and as a member of a team; to comprehend and apply Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Commonwealth Accounting Policies and Procedures (CAPP) Manual, Internal Revenue Service (IRS) regulations, and applicable internal Virginia State Police (VSP) policies; to communicate in English
effectively and exercise professional interactions both orally and in writing with co-workers, management, and vendors; and to establish and maintain effective working relationships with colleagues, employees, external agencies, and the public.
•Graduation from high school or equivalent.

Additional Considerations

•Progressively responsible experience analyzing and performing inventory, depreciation calculations of assets, and estimating life/salvage value highly preferred.
•Experience with Oracle E-Business Suites (General Ledger) module highly preferred. Cardinal Financial (FIN) and Fixed asset Accounting and Control System (FAACS) experience preferred.
