About the Position:

The Virginia State Police (VSP) is seeking to hire a Financial Analyst II - GL in our Property and Finance Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will be responsible for the accuracy of the Department's general ledger by analyzing financial transactions, performing trends analyses, and recommending specific actions for quick resolution of general ledger issues; is responsible for maintaining complete audit trail of all fiscal transactions in accordance with Generally Accepted Accounting Principles (GAAP) and the Department of Accounts’ (DOA) Comptroller's Directives; and completes the Department's reconciliation of expenditures, revenue, payroll, and journal reports and submits to DOA reports in accordance with the State Comptroller's Directive.

Minimum Qualifications

•Thorough knowledge and experience of Auditing Standards and Generally Accepted Accounting Principles (GAAP) and Commonwealth of Virginia accounting policies and procedures and state fund accounting; of governmental and general-purpose accounting principles and practices, including fund accounting concepts; of internal control standards; general ledger accounts; financial analysis; and financial management.
•Advanced skills in analytical and interpersonal skills with internal and external customers; in Microsoft products; in use of PC applications and office automation; and in ten key calculators.
•Advanced ability to accurately analyze, reconcile and report complex financial issues; to prepare, interpret and communicate detail financial reports to management; to communicate effectively both orally and in writing; to establish and maintain effective working relationships with other employees and provide professional service to the Agency and general public; to work independently; and to comprehend and apply State CAPP Manual compliance regulations.
•Experience in accounting, resource analysis, internal controls or fiscal administration.
•Demonstrated experience working with complex financial systems to produce financial statements, workflow analysis and reports; and analyze financial reports.
•High School Diploma or GED equivalent.

Additional Considerations

•Knowledge of Cardinal and Commonwealth Accounting Policies and Procedures (CAPP) Manual is highly desirable.
•Knowledge of Oracle E-Business preferred.
