Western State Hospital is seeking a full time Financial Manager I who will be responsible for managing cashiering, special disbursement, accounts payable and general ledger functions for Western State Hospital (WSH) and the Commonwealth Center for Children and Adolescents (CCCA); scheduling workload, to ensure that financial payment and eVA procurement transactions are processed, approved, accurately recorded, and timely within guidelines as established by the CFO, State Comptroller, Agency Procurement and Surplus Property Manual and DBHDS Central office; assisting the CFO in developing and implementing fiscal policy and procedures; preparation of financial statements and ensures that financial transactions are recorded in compliance with governing regulations and fiscal statutory regulations; maintenance of fiscal integrity and accountability; providing direct supervision and assistance to supporting staff; serving as a fiscal liaison with business partners within and outside of the hospital and DBHDS; and serving as project lead for accounting system implementation and changes.
This position will also be responsible for providing support and supervision to employees who are responsible for cash receipts, cash disbursements, small and recording of financial transactions for the hospital and state; ensuring the requirements of the performance planning and evaluation system are met, and evaluations are completed by established deadlines with proper documentation; ensuring customer inquiries are appropriately addressed through policy explanations and audits as needed; reviewing Daily Cardinal Query Reports, GL journal Inquiry by Chart of Accounts, Vouchers and GL journals not posted, etc. and takes actions as necessary to record transaction as necessary; and documenting annual ARMIC updates and ensures that actual procedures are in line with state accounting policy and procedure.

Minimum Qualifications
A high level of accounting knowledge and experience is required to handle the assortment of accounting tasks. Significant experience in analyzing and processing data in automated accounting system is required. Must have the ability to identify variances; perform completeness checks; research and resolve exceptions; compile assemble financial data for reporting; work independently; give appropriate feedback based on State, Federal and Hospital policy; be proficient using MS office products (Word, Excel, Access, Outlook, etc.); must have ability to supervise, train and direct the work of supporting staff and adapt to a changing environment.
