Job Duties

This is an hourly/wage position and is limited to 1500 hours within a 12-month period. This position is not eligible for benefits.

VDOT is seeking a Program Analyst to support project closeouts and program reconciliations for the special funding programs which include Local Assistance Division managed programs, the Revenue Sharing and Access Programs, along with other programs. The candidate will perform financial research and analysis for projects that have been identified as ready for closeout and review projects to identify actions necessary to begin the project closeout process.

This position will also provide project coordination and document preparation by providing assistance to localities in funding delivery of Enhancement and Locally Administered Projects. Additional responsibilities include preparing status reports, conducting project reviews for all projects, and preparing documents and correspondence to localities.

Minimum Qualifications

• Knowledge of transportation funding to include budgeting and finance.
• Knowledge of Generally Accepted Accounting Principles.
• Knowledge and understanding of interrelationships between transportation project data, including phases, schedules, and estimates and the SYIP.
• Knowledge of federal, state, and local transportation laws, regulations, policies and operations.
• Experience monitoring, analyzing and reconciling programming and financial data.
• Ability to communicate effectively orally and in writing with internal and external customers.
• Skill in the use of computers and software applications to include automated financial, database and program management software.

Additional Considerations

• Experience in highway design, construction, planning or programming.
• A combination of training, experience, or education in the finance, accounting, business or related field is desired.

The position you are applying for is an Hourly/Wage position. Hourly (wage) employees may not work more than an average of 29 hours a week and cannot exceed 1500 hours the wage employment year (5/1 - 4/30). This position does not include health insurance, retirement or paid leave benefits.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
