The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the General Ledger and State Reporting Analyst in the Fiscal Division.
Job responsibilities will include, but are not limited to:
Prepare, analyze, and reconcile complex financial data necessary for State reporting related to the Medicaid grant, Children's Health Insurance Program (CHIP) grant, Medicaid Expansion, Family Access to Medical Insurance Security Plan (FAMIS), and other State and Federal programs in accordance with applicable State and Federal regulations. Provide monthly and quarterly accounting and oversight of agency's multi-million dollar fixed and leased assets and pharmacy drug rebate activities. Assist General Ledger (GL) Supervisor/Manager in preparing complex financial and statistical reports, distributing to internal and external staff, and following up on discrepancies and inconsistencies noted by management. Support GL Unit on annual year-end close procedures, DOA directives, and accrual reporting for the statewide annual financial report. Assist management in responding to questions from internal and external auditors and other stakeholders. Provide basic programming and system analysis for the GL Unit. Assist management on updates and development of new and existing business processes within Fiscal Division.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Considerable accounting background within a variety of accounting functions (general ledger, payables, receivables, etc).
Considerable knowledge of Generally Accepted Accounting Principles (GAAP).
Working knowledge of internal controls, paper documentation, and cross-referencing principles.
Knowledge of interpreting policy and implementing fiscal procedures to ensure business processes are in compliance with laws and regulations.
Experience using spreadsheet and word processing software applications such as Microsoft Word and Excel and experience with accounting software.
Knowledge/Experience interpretation and application of federal, state laws/regulations.
Experience in meeting deadlines.
Experience with internal/external stakeholders.
Experience organizing work, analyzing and interpreting complex data and preparing reports.
Additional Considerations
Competitive candidates should meet these additional considerations:
Working knowledge of Commonwealth Accounting Policies and Procedures (CAPP) or similar governmental accounting experience with an emphasis on general ledger accounting and reporting.
Working knowledge of State and Federal regulations for financial reporting of Medicaid grants or similar healthcare programs.
Experience using automated accounting systems such as Oracle Government Financial and/or Cardinal financial system.
