Job Duties

Virginia Energy’s State Energy Office seeks a Home Energy Rebate Program Coordinator to support development and implementation of the Home Energy Rebates program and statewide energy efficiency goals. The coordinator will serve as a subject matter expert, collaborating with internal teams, state agencies, utilities, regulators, contractors, and industry partners. Key duties include launching and managing federally funded residential energy efficiency programs, ensuring compliance with federal and Virginia requirements, and overseeing contractor performance and documentation. The role also involves close coordination with Virginia Energy staff and external partners across solar, weatherization, energy efficiency, workforce development, and clean energy financing.

Minimum Qualifications

• Knowledge of current and emerging energy conservation resources and technologies, and financing methods and programs.
  Ability to manage multiple projects and contracts simultaneously, including contractor oversight, compliance monitoring, and follow-up on performance or expenditure concerns.
• Ability to communicate effectively orally and in writing, and to analyze invoices, expenditure reports, budgets, audit findings, performance reports, and supporting documentation with accuracy and attention to detail.
  
• Strong knowledge of computer business and communications application software such as Microsoft Office and Google products and applications.
  
• Ability to establish and maintain effective working relationships with customers and internal and external stakeholders.
  
• Knowledge of coordinated energy efficiency efforts, including utility demand-side management programs.
  
• Ability to set program priorities and balance resources against program needs.
  
• Ability to interact effectively with federal, state, and local government officials and representatives of private sector consultants, vendors, and contractors.

Additional Considerations

• Knowledge of federal, state, and local policies as they apply to energy efficiency, federal funding, and grant-supported programs, including 2 CFR Part 200 and applicable Virginia procurement, financial management, and administrative rules.
