Job Duties
Plan, implement, and manage a comprehensive human resource program that provides support, training, guidance, and consultative services on Human Resource issues to managers, supervisors, and employees. Supervises and/or performs all human resource, timekeeping, payroll transactions, and employee relations functions for a major institution. This position consults with managers on issues related to staffing, policy compliance and organizational development/management, as well as directs the work of paraprofessional and professional staff engaged in activities such as recruitment, compensation management, benefits administration, payroll processing and internal and external human relations. Provides guidance and assistance to employees, supervisors, and managers in a variety of human resource functions to ensure compliance with State and departmental policy and procedures. Manages and organizes automated and manual files in order that information can be retrieved timely and accurately.
Minimum Qualifications
High school diploma or equivalent. Considerable working knowledge of human resources principles and practices of human resource management including Equal Employment Opportunity (EEO)/ Americans with Disabilities Act (ADA)/ Fair Labor Standards Act (FLSA)/ Family and Medical Leave Act (FMLA), Classification and Compensation, Recruitment, Leave and Benefits, Grievance Procedure, and Performance Management. Considerable working knowledge of human resources policies, procedures, and organizational functions. Demonstrated ability to analyze, counsel, and recommend resolution of employee relation’s problems, benefits/payroll processing, training needs, and employment and recruitment planning/execution. Demonstrated ability to plan and implement multiple human resources functions for a variety of job classifications. Demonstrated ability to supervise the work of paraprofessionals. Demonstrated ability to communicate effectively orally and in writing with department heads, employees, and others. Must have strong interpersonal skills.
Additional Considerations
Have basic knowledge of computers and computer software i.e., Word, Excel, PowerPoint, and Outlook. Experience with Human Resources Information System (HRIS) systems private sector or state specific i.e., PageUp. Professional Human Resources (HR) Certification (Society of Human Resources (SHRM) or Human Resources Certification Institute (HRCI)). Coursework in human resource management, public administration, or a related field, or equivalent applicable education, experience, and/or training.
