Job Duties

NOVA VDOT is seeking an Infrastructure Manager to provide support to the District Maintenance Engineer in delivering the district maintenance program and management of the district infrastructure program. You will coordinate the district Maintenance Program, Roadside Program, Pavement Management Program, Maintenance Contract Program, and Performance and Reporting Program in support of Area Maintenance Engineers. You will also provide leadership, coordination, and support of the District Emergency Response and Severe Weather Programs.

Responsibilities include but may not be limited to:

Apply thorough understanding of transportation issues, sound public policy and business expertise to resolve complex transportation issues and problems which cut across multiple areas. Identify and work through potential issues that may hamper or impair success of established transportation programs or projects and studies under development. Exercise flexibility, initiative, innovation, and collaborative influence to resolve transportation issues while considering all aspects of the project and customer perspectives.

Develop and implement procedures, processes, and best practices. Recommend new initiatives to improve operations.
Develop, maintain, and monitor budgets for assigned program areas. Analyze, track, and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.
Develop, implement, and manage strategic plans for assigned program areas. Establish operational objectives related to performance metrics. Assess operational performance and initiate correction action as needed.

Provide technical guidance and direction on programs to a wide variety of stakeholders internal and external to VDOT. Resolve issues by applying knowledge of policies, procedures, standards, and principles. Respond to customer requests for service. In coordination with stakeholders facilitate creative solutions to complex issues.

Represent VDOT on internal and external committees, taskforces, or other meetings. Present a positive image in representing VDOT's position in assigned areas. Network with Maintenace staff and area headquarters, to include Central Office staff.
Coordinate the Roadside, Pavement, Emergency Response and Performance Management programs, and budget and contract development and administration. Ensure programs operate in compliance with policies, procedures, and regulations. Elevate issues of noncompliance to appropriate manager; work to develop innovative solutions to complex problems. Monitor programs to ensure they meet performance targets. Share budgetary issues or deficiencies with District Maintenance Engineer and proposes a strategy for resolution. Provide program development and administration for roadway maintenance asset management with input program managers. Guide and recommend adjustments to programs to address district asset condition performance reports. Coordinate the utilization of performance reports in strategic planning for maintenance budgets and programs.

Build and maintain strong partnerships with a variety of stakeholders internal and external to VDOT. Communicate with stakeholders to provide appropriate information and receive feedback on program operations or business goals. Investigate and respond to concerns from VDOT internal and external customers.
Oversee and direct operations for assigned operational program areas. Develop best practices and ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures, and regulations. Develops goals and targets for the various teams in the infrastructure section.

Manage and oversee maintenance service and investment needs analysis. Communicate best-practices, policy and, or procedure guidance on new initiatives to district maintenance areas and sections. Ensure maintenance program is operating consistently and effectively across the district, in compliance with VDOT standards. Ensure projects are proceeding according to established timelines and budgets. Evaluate performance needs reports, solicits input from District and Area Maintenance Programs. Obtain necessary resources to manage and deliver district maintenance outsourcing and state workforce service and investment decisions.

Serve as a member of the Maintenance Leadership Group. Provide coordination in all aspects of the district maintenance program. Participate on district and state-wide maintenance leadership committees. Attend meetings, prepares, and presents reports and shares committee decisions or discussions with district maintenance staff. Participate in MATOC and COG meetings and collaborate with regional partners and staff.

Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals.

Ensure that Maintenance Managers and staff monitor and respond to severe weather events. Lead district wide Emergency Response team and serves as a Duty Officer. Ensure administrative functions of the Emergency Response and Severe Weather programs are carried out including organization, planning, documentation, and evaluation. Act as a deputy to the DME and oversee HERT team deployments and receiving HERT teams into the Nova District.

Minimum Qualifications

• Valid driver's license.
• Experience reflecting comprehensive knowledge of highway maintenance, working knowledge of transportation engineering principles and practices
• Experience reflecting knowledge of contract development and administration.
• Skill in data management and data analysis.
• Ability to interact effectively with internal, external customers and stakeholders including localities and the public.
• Experience applying knowledge of federal, state, transportation rules, regulations and policies.
• Ability to guide people and achieve results.
• Experience applying knowledge of transportation engineering principles and practices.
• Experience reflecting knowledge of budget development.

Additional Considerations

A combination of training, experience, or education in Engineering, Business Administration, Public Administration or related field desired.
Prior experience working on highway maintenance or construction projects.
Experience in business administration and management.
Experience in financial management.
