Job Duties:

The mission of the Department for Aging and Rehabilitative Services (DARS) Information Technology Division is to provide exceptional customer service, build strong partnerships, and create innovative solutions for our customers, partners, and stakeholders. Our goal is to promote excellence in our service delivery product; while ensuring we adhere to and comply with all Commonwealth of Virginia technology standards, policies, and procedures.


The DARS Information Technology Division is seeking a detail-oriented and solution-driven IT Business Systems Analyst to join our team. In this role, you will serve as the bridge between business needs and technical solutions, analyze processes, gather requirements, and ensure our systems will deliver maximum value and the requested functionality for our customers. You will work closely with stakeholders across departments to identify improvements, document workflows, and support the design and implementation of technology solutions.

This position will report directly to the DARS CIO and will assist with the administration and governance of the DARS IT Division personnel, duties, and tasks.

Job Duties (including but are not limited to):

  • Collaborate with business stakeholders to gather, analyze, and document requirements for IT systems and business applications. 
  • Translate business needs into clear functional and technical specifications for development teams. 
  • Support system design, testing, and implementation, ensuring alignment with business goals. 
  • Serve as project manager for the IT division related projects and initiatives and work with project stakeholders, vendors, and internal business and technical teams. 
  • Develop business process models, use cases, and workflow documentation. 
  • Triage with IT and Business teams and vendors to troubleshoot issues, propose solutions, and ensure smooth system performance.
  • Assist with change management, user training, and communication for system upgrades or new implementations. 
  • Stay current with emerging technologies, industry best practices, and trends in business systems. 

 

Special Assignments:

  • Assists with installation, maintenance, and troubleshooting of IT hardware, inspections of server rooms, wiring closets, cables, network issues, and infrastructure, which may require lifting and transporting equipment weighing up to 50 pounds, working in confined spaces (such as under desks or in server rooms)


Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.

 

Minimum Qualifications:

The ideal candidate will have:

  • Must have and maintain a valid driver’s license and meet agency driving eligibility requirements, as frequent travel to customer/partner offices is required


Knowledge/Experience:


• Some experience as a Business Systems Analyst, IT Analyst, IT Project Manager, and/or similar roles and responsibilities.
• Strong understanding of business process modeling, requirements gathering, and systems development lifecycle (SDLC).
• Proficiency with several IT tools and applications (i.e., Microsoft Office 365).
• Knowledge of integration technologies (APIs, middleware, etc.).


Skills/Abilities:

  • Strong attention to detail, organization and time management skills. 
  • Forward thinking skills; ability to implement corrective actions to resolve issues, ability to interpret and apply policies and procedures. 
  • Ability to communicate with others effectively both orally and in writing. 
  • Familiarity with SQL, data analysis, and reporting tools. 
  • Experience with Agile methodologies. 
  • Strong problem-solving, analytical, and communication skills. 
  • Ability to work independently and collaboratively in a fast-paced environment. 
  • Excellent written and verbal communication skills.

Additional Considerations

  • Experience with ERP, CRM, or other enterprise business applications.
  • Active work experience working with Commonwealth of Virginia Executive Branch Agencies and/or the Virginia Information Technology Agency in an IT support role.
