Job Duties
The Virginia Department of Motor Vehicles is hiring for an IT Digital Application Services Manager for a position within its IT Services Administration at the headquarters in Richmond, VA.
This position is open to current VA state employees only.
The IT DAS Manager is a leadership role responsible for directing a team of IT professionals in the complex development, maintenance, and enhancement of software applications. This role covers a broad spectrum of responsibilities, from technology planning and strategic direction to overseeing the full software development lifecycle, ensuring that all stages from user requests and defining business objectives to data modeling, requirements analysis, coding, deployment, and post-implementation review are effectively executed.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
• Experience in
-Enterprise content management (ECM) and workflow concepts (document capture, indexing, retention, search, audit trails, routing)
-OnBase platform capabilities (workflows, forms, document types, queues, security, integrations)
-RPA fundamentals (bot design, orchestration, exception handling, monitoring, ROI identification)
-Microsoft Dynamics and Power Platform (Power Apps, Power Automate, Power BI; integration patterns)
-SDLC practices across Agile and waterfall (requirements, design, development, testing, deployment, support)
-QA/testing strategies (test planning, automated testing concepts, UAT coordination, defect triage)
-IT service management and operational support practices (incident/problem/change; release readiness)
-Security, privacy, accessibility, and compliance considerations for government systems
-Leading multi-disciplinary teams (PM/BA, developers, QA).
-Stakeholder management, facilitation, negotiation, and executive-ready communication
-Process improvement and automation discovery including value-stream mapping, pain-point analysis
-Coach and develop staff while fostering a high-performing, service-oriented team culture
Additional Considerations
•Familiarity with DMV applications, CSS, and an understanding of DMV regulatory compliance.
•In-depth knowledge of VITA security standards (SEC509), ensuring systems meet information security requirements.
•Experience with Oracle, ADABAS, NATURAL, VB, and other technical platforms, along with proficiency in software distribution and remote communications.
•PMP or PMI-ACP, Certified ScrumMaster (CSM) / PSM, or equivalent Agile delivery certification
•Lean Six Sigma (Yellow/Green Belt) for process improvement (preferred)
