The Division of Licensing Programs protects the health, safety and well-being of vulnerable adult populations served in regulated care settings within the Commonwealth.

The Licensing Clinical Consultant provides program consultation in the area of clinical operations, including infection prevention and emergency preparedness, for staff of the Division of Licensing programs and licensed providers and their staff to include assisted living, adult day care centers, and all programs included in the Child Welfare Unit. Plans, develops, and implements divisional objectives related to health and safety. Interprets program legislation, regulations, policies and procedures and provides training and technical assistance for licensing staff. Provides case/program/administrative consultation to the field operations unit and home office staff as needed. Determines training and quality assurance needs based on analysis of data, including survey results, violations cited across the Commonwealth, and communication with other licensing consultants, field staff, and stakeholders.

*Travel may be required throughout Virginia with possible overnight stays.

This position may be eligible for telework opportunities; availability, hours, and duration will be in accordance with the Commonwealth's Teleworking policy on a case-by-case basis.

Minimum Qualifications

Specialized knowledge of the health of adults and/or children in licensed programs
Demonstrated ability to collect and analyze data used to identify trends

Ability to:
• Interpret and apply laws, regulations, policies, and procedures
• Communicate effectively with diverse populations, both orally and in writing, and work collaboratively and cooperatively with others
• Operate basic office computer systems/programs

Skill in working effectively within difficult or challenging environments to resolve problems

-Licensed Healthcare Professional
-Experience in analyzing and writing regulations, legislation, or high-level documents
-Experience in developing learning program content and/or curriculum development, and training delivery
