Job Duties:
To make the VBPD mission a reality through raising awareness of advocacy, policy development, capacity building, leadership training, grants, and constituent support.
The Virginia Board for People with Disabilities (VBPD) is seeking a Manager of Special Projects & Priority Initiatives to serve in a primary leadership role with the Executive Director managing priority special projects and initiatives. The candidate will provide independent leadership and direction, including but not limited to research, strategic planning, disability policy/legislation, and project management. The candidate will also advise the Director on complex programs, policies, issues, procedures, and relevant information pertaining to special projects and other assignments.
Supports the agency with data-driven decision-making. Conducts qualitative and quantitative analysis. Creates clear and compelling data visualizations, such as charts, graphs, and dashboards, to communicate findings effectively to stakeholders and decision-makers. Ensures projects stay on track according to agree upon activities and timelines. Communicates with diverse constituencies and stakeholders, ensuring engagement and transparency.
Will represent the Director on behalf of the VBPD in various interagency meetings, work groups, or other arenas with multiple constituencies. Leads and participates in advisory and other workgroups within and outside the agency. Works collaboratively in these efforts with the Executive Director and other Board staff as necessary. Provides support in developing VBPD reports, including research, writing, and editing as assigned. Provides staff support, as assigned, to Board standing committee (s) and/or other Board committees or workgroup(s).
Minimum Qualifications:
The ideal candidate will have:
Knowledge/Experience -
Experience in program and strategic planning processes and implementation and in project management and program monitoring, and in policy and legislative analysis. Knowledge and/or experience with easy read/plain language strategies and cultural and linguistic competence. Experience with project and data management software. Knowledge of disability policy, services, and systems.
Skills/Abilities-
Exceptional writing, editing, and public presentation skills. Demonstrated ability to work successfully with diverse external constituencies, including high level government and legislative officials, advocacy and consumer groups, and others.
Demonstrated high level of proficiency in Microsoft Word, Excel and PowerPoint. Demonstrated experience in successful management of multiple projects and deadlines. Demonstrated ability to analyze data from multiple sources and communicate results of these analyses. Qualitative and quantitative research and analysis skills.
Demonstrated ability to make sound recommendations and decisions. Works collaboratively with public and private advocacy and state agency stakeholders on issues of mutual concern regarding persons with developmental and other disabilities. Engages in legislative and policy coalitions as determined appropriate, consistent with the tenets of the DD Act. Excellent interpersonal and conflict management skills.

Knowledge of and/or experience with the disability community. Experience working with Boards and Advisory Councils.
