The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.

We are currently seeking two Payroll Accountant Seniors to be responsible for working with the Payroll Service Bureau (PSB) at DOA, to ensure payroll for both agency 765 (VDSS) and 200 (OCS) is certified accurately and timely. The incumbent will also be required to perform reconciliations of various payroll reports and transactions between systems, research discrepancies and outstanding items to ensure compliance with established guidelines; ensure payroll expenditures are properly charged by clearing suspense accounts and allocating to proper funds by preparing journal entries; reviewing monthly VRS and Healthcare charges in the default account coding and preparing journal entries to move expenditures; communicate with internal and external customers; correctly apply and interpret state, federal, and internal rules and regulations, and adhere to mandated schedules.

Minimum Qualifications

*Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP)

*Knowledge of the Commonwealth Accounting Policies and Procedures (CAPP).

*Experience preparing account reconciliations, updating/maintaining spreadsheets, and creating journal entries.

*Experience assisting and/or preparing financial reports.

*Experience working with automated financial accounting system.

* Proficiency with computer software (MS Office, Excel, Word, and PowerPoint), as well as demonstrated experience to generate, maintain and manipulate reports and spreadsheets required.

*Ability to accurately calculate financial data based on state/federal policies and internal guidelines.

*Ability to demonstrate teamwork to meet Agency strategic goals and objectives.

*Ability to communicate effectively, both orally and in writing, with all business professionals, partners, customers, and diverse staff of professional accountants.

*Demonstrated ability to plan and organize multiple responsibilities and ensure completion of tasks by their due date.

Additional Considerations

*Experience with automated financial accounting systems such as Oracle Financials and Cardinal.

*Experience working in an accounting and/or payroll setting.
