General Description:
This position will be responsible for Payroll processing for multiple pay frequencies (bi-weekly, semi-monthly, modified semi-monthly) and accurately process high-volume payroll. This position will process high-volume payroll with multiple pay frequencies using multiple human capital management (HCM) systems while meeting strict deadlines mandated by the VCCS.
***This position is eligible for telework after completion of state one-year probationary period.***
Duties and Tasks:
- Accurately process high-volume payroll for approximately 3,000 employees using multiple payroll systems
- Review payroll data for accuracy before submitting to ensure all pay data successfully interfaces between payroll systems
- Coordinate and provide data related to the federal and college work study programs
- Follows standard payroll processes and guidelines; complies with various state laws and regulations
- Provides back-up for other Payroll Processors as needed
- Prepares supplemental payrolls as needed; calculates retroactive salary data as assigned; attends workshops and trainings as directed.
- Maintains accurate records and monitors position control, retirement, salary and benefit related data for employees; creates and maintains a database to organize, collect and retrieve data into required reporting formats; monitors record keeping procedures for accuracy
- Uses a variety of software applications (HCM, Cardinal, SMARTER TRACK and others) to process the payroll and run the appropriate payroll reports
- Plans and monitors work production timelines to meet strict deadlines in reporting regulations; prepares department correspondence as needed
- Assists Management in interpreting, and applying payroll and benefit laws, rules, regulations, policies and procedures; refers active and retired employees to other appropriate resources as necessary;
- Provides data for State and Internal auditors, and local, state, or federal agencies
- Responds to salary verification requests
- Researches payroll and benefit record keeping issues including sick leave, vacation balances, and performs appropriate action as needed; provides leave, benefit and retirement information as requested
Minimum Qualifications:KSAs:
- Understanding of general payroll practices and laws including benefits/deductions, garnishments, taxation, and reporting
- Stays current with the latest Federal, State and Local tax regulation changes
- High attention to detail; an aptitude for numerical calculations
- Ability to run reports/queries out of HCM systems
- Proven strong analytical and problem-solving skills
- Must incorporate strong Time Management skills to meet Time Sensitive windows
- Proficiency with Microsoft Excel and use of formulas
- Strong verbal and written communication skills
- Must possess a strong work ethic and be able to work with all different levels of employees and management and communicate to each using appropriate methods
- Demonstrate understanding of internal controls to remain compliant with Government regulations
- Ability to follow applicable laws, codes, regulations, standards, methods and practices related to payroll systems, retirement systems, and employee benefits; basic accounting principles as related to payroll processing; customer service skills, standard office practices and procedures
- Must be a team player and work well in a team environment
- Strong keyboard/typing skills
Minimum Work Experience:
- Occupational experience as Payroll Processor.
- Experience with large company, high volume, multi-state payrolls and the Federal, State and Local taxes that govern them.
- Experience creating reports/queries out of a high-volume payroll system.
Additional Considerations:Additional Considerations:
- PeopleSoft/Oracle payroll system experience
- Previous experience working in higher education
- American Payroll Association (APA) certification is a plus (but not required).
