The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Procurement Officer in our Administrative Services Division - Field Services! The base location for this position will be in the Hampton Roads district office

The person in this role will carry out procurement functions for a variety of purchases for goods and services, establish and maintain various procurements using all purchasing methods and determine the appropriate method of competitive process.

The Procurement Officer will also investigate problems related to procurement, policy interpretation, contract administration and vendor performance. The role will also assist with district-wide reviews for procurement compliance to ensure all policies and procedures are followed.

Key job duties include the following:

Contract Administration - Monitor contracts to ensure contract requirements are met and take action to correct deficiencies. Investigate vendor and customer complaints, negotiate with vendors, resolve issues, and reach conclusions for default action or contract renewal.

Training and Compliance - Assist Procurement Manager with annual compliance reviews and training classes. Analyze feedback to improve training. Write compliance reports, provide sound recommendations, and research reasonable conclusions.

Procurement of Goods and Services and Contracts - Process and create contracts and purchase orders through a competitive electronic bidding process (eVA and Cardinal) including posting of Notice of Intent or Notice of Award in a timely fashion. Maintain the Procurement's computerized database and monitor term contracts. Notify Procurement Manager of impending contract expiration and renewal dates. Advise and assist management in other procurement activities as needed.

  • Ability to establish and maintain effective working relationships with vendors, department officials and the public
  • Skill in the use of computers and software application
  • Knowledge of administrative and accounting principles and practices
  • Knowledge of Virginia's Public Purchasing law and procurement policies
  • Ability to obtain a Virginia Contracting Associate (VCA) / Virginia Contracting Officer (VCO) certification
  • Ability to communicate effectively orally and in writing with internal and external customers
  • Skill in providing good customer service
  • Knowledge of contract development, administration and monitoring

Minimum Qualifications

  • Experience applying administrative and accounting principles and practices

  • Knowledge of contract development, administration, and monitoring
  • Ability to establish, maintain effective working relationships with vendors, department officials and the public
  • Skill in providing good customer service

 

Additional Considerations

  • Experience in public purchasing or contract administration
  • Current Virginia Contracting Officer Certification to current Virginia Contracting Associate Certification or other public purchasing certification.
  • A combination of training, experience, or education in Business Administration, Public Administration or related field desired
  • Knowledge and experience with Virginia public purchasing law and procurement policies
