Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Program Advisor. The selected competitive candidate will provide exceptional delivery of services to the agency’s Division of Health Care Services.

Job responsibilities will include, but are not limited to:

The Program Advisor for Health Care Services serves as the primary program management support to the Division Director for Health Care Services (HCS). Specifically, the position will lead the development of key deliverables necessary to support Cardinal Managed Care delivery through the MCOs and will support all operational units.

The scope of work includes research, strategic planning, team building, project management, contract development and program design activities as well as the development of health plan contract compliance policy and procedures to support high-quality operations in compliance with Federal and State regulations.

This position will manage multiple time-sensitive projects using strong organizational, planning, and time management and project management abilities, innovation, and teamwork; works closely with executive level management staff, program staff, and key stakeholders as appropriate.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable knowledge/experience with health care delivery/health care programs management, implementation, and operations.

Considerable knowledge/experience of policy, and regulatory development.

Knowledge/experience with contracts management, organizational management, project management, and research.

Knowledge/experience in operating personal computer, in utilizing various word processing, spreadsheet, project management, PowerPoint, and data base applications.

Knowledge/experience with the procedures and processes associated with state agency services and delivery techniques in a data driven organization.

Knowledge/experience with interpretation and application of federal, state/laws/regulations.

Work-related knowledge/experience in meeting deadlines.

Knowledge/experience with internal/external stakeholder management.

Knowledge/experience in strategic planning.

Additional Considerations

Competitive candidates should meet these additional considerations:

Expereince working with health plans/managed care organizations

Experience with contract monitoring/oversight

Experience/Knowledge working with the General Assembly
