Our Structure and Bridge Division is seeking a Program Consultant Supervisor – Structure and Bridge to join our team.

The selected candidate will be responsible to plan and deliver the divisions Professional Services Contract Program. Provide contract administration and compliance as directed by PSPO (Professional Services Procurement Office) for the procurement and management of professional engineering/consultant services. Duties may not include all the work examples given, nor does the list include all that may be assigned.
• Oversee and manage all division functions relating to professional services, procurements, awards, negotiations, contract management, task assignment, contract renewals, supplements and modifications, and compliance.
• Supervise Business Coordinator to ensure accounting and financial transactions are processed accordingly to policies and procedures and Prompt Pay Act compliance.
• Ensures that consultants adhere to all contract requirements and submit required contract reporting.
• Manage and monitor consultant spending on all tasks.
• Track contract completion dates and work closely with PSPO to coordinate new contract start up activities to ensure contracts are executed without disruptions to the program.
• Review and prepare emergency contracts and/or task orders.
• Partner with Internal and External customers to include districts and division staff to identify needs and develop implementation strategies. Additionally, will work closely with Civil Rights Division on issues pertaining to DBE & SWaM Goals.
• Leads and generates awareness on training initiatives in partnership with Workforce Development.


Minimum Qualifications

• Considerable knowledge of state contract management policies and procedures.
• Knowledge of state procurement policies and procedures for professional services.
• Skill in applying administrative, managerial, and supervisory principles and practices.
• Ability to supervise staff in the performance of duties related to Accounts Payable and invoice processing.
• Ability to manage a large and complex program with competing demands and requirements.
• Skill in with the managing and/or overseeing of professional services contracts.
• Ability to develop operational budgets and spending plans and monitor and analyze data.
• Ability to communicate effectively orally and in writing with internal and external customers and make presentations and conduct meetings.
• Ability to interpret laws, regulations, policies, and procedures.
• Ability to establish and maintain effective working relationships with all levels of Department management and with the consultant community.
• Skill in the use of computers and web-based applications.

 

Additional Considerations

• Knowledge of federal and state transportation regulations, policies, and procedures.
• A combination of training, experience or education in engineering, business, accounting, finance, economics, public administration, or related field desired.
• Experience using MS Project and MS Office applications.
• Experience with government accounting process.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
