Job Duties
New River Health District is actively seeking a procurement professional to join its dynamic public health team! The position serves as the primary procurement officer for the district's five local health departments and diverse selection of programs and services. The position also maintains district inventories of non-IT equipment and supplies; ensures safety data sheets (SDS) remain current; and performs other administrative functions to include providing office coverage as needed. Routine duties include initiating procurements using a small purchase charge card (SPCC); issuing and tracking purchase orders (POs) via the eVA system; serving as the district subject matter expert (SME) on all procurement-related matters; independently researching and applying related policies and procedures; maintaining district inventory of non-IT equipment and supplies; coordinating district surplus of outdated equipment; communicating with vendors; obtaining quotes for items; maintaining and submitting a monthly SPCC log tracking expenditures; et al. The position requires travel to make over-the-counter purchases and visit local health departments as needed.
Independently performs technical office tasks in support of a single program area regularly requiring application of policy and procedures. Characteristic activities: Serves as contact and information resource for one or more programs, may perform eligibility determinations for all services available in health programs; serves as lead worker to direct, advise and train others; designs and directs workflow processes; researches and processes claims; collects data and prepares reports on program activities. May provide performance input regarding staff, to appropriate supervisor.
Minimum Qualifications
• Knowledge of medical office procedures, computer and software technology, medical terminology, use of policies & procedures and customer service; • Strong interpersonal and communication skills, orally and written; • Strong organizational skills and experience with software applications and Microsoft Office products (i.e. WORD, EXCEL, and database entry) and general office equipment (copier, fax, calculator); • Ability and experience with setting up and maintaining files & manuals • Ability to maintain confidentiality. • Ability to follow and apply established procedures and applicable policies
Additional Considerations
• Coursework in Medical Terminology • Understanding of health department operations including fiscal processes • Experience in procurement in the state system (eVA, SPCC, etc.) • Demonstrated ability to function independently and be flexible with changing priorities.
