What You Do and How You Do It:

Chesterfield-Colonial Heights Department of Social Services is seeking an experienced Quality Assurance Supervisor who will be responsible for providing oversight and supervision to the Quality Assurance team. The Quality Assurance team provides quality control auditing services to the department to maintain and promote department efficiency, effectiveness, fiscal responsibility, and compliance with state and federal laws and regulations. You will serve as the point of contact for state and federal partners while also collaborating, communicating, and actively working with internal customers to support the department’s Mission. As the Quality Assurance Supervisor, your work is essential to the Virginia Department of Social Services (VDSS) program integrity, risk management, service delivery, and compliance with federal mandates and state guidelines. The Quality Assurance Supervisor provides oversight and monitoring of on-site quality reviews and procedural and programmatic audit activities for social services. Some of these programs include Title IV-E, Child Welfare, Adult Services, Employment Services, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF), Medicaid (MA), Childcare (CC), General Relief Program, etc. Your position requires attention to detail, continual analysis and interpretation of data and policy with the ability to plan, develop, and implement various projects concurrently.

Some of the responsibilities of the Quality Assurance Supervisor include:

  • Applying organizational management and quality assurance principles to oversee daily operations, including developing work plans, assigning and monitoring activities, and evaluating work products and procedures.
  • Leading the development and implementation of departmental goals, objectives, policies, and priorities, assessing program effectiveness through data analysis and various evaluation methods.
  • Providing training and development opportunities for staff.
  • Applying in-depth knowledge of Social Services, Benefit Programs, and Family Services Programs policies and procedures.
  • Utilizing strong critical thinking, analytical, and problem-resolution skills to manage complex cases and meet time-sensitive deadlines.
  • Demonstrating excellent interpersonal and teamwork skills to foster cooperation and collaboration for overall departmental success.
  • Leading the team in adapting to changes in operations and priorities as needed.
  • Advising and consulting with management on issues with significant, department-wide impact.
  • Perform other work as required.

Here's What You Need:

  • Bachelor’s degree in the human services field and human services program experience in a lead or supervisory capacity OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
  • Considerable knowledge of current social, economic and health issues and trends.
  • Considerable knowledge of principles and practices of effective supervision; public assistance programs, policies and regulations.
  • Skill in operating a personal computer and the associated office and agency software.
  • Experience working independently supervising and training others to deal effectively with the public.

  • Considerable amount of increasingly responsible management, personnel, planning, program evaluation or related analytical experience in the assigned area of responsibility.
  • Excellent organizational, time management, oral/written communication, interpersonal, public relations and supervisory skills.
  • Exceptional ability to collaborate and achieve performance goals.
  • Ability to participate in the development and administration of department goals, objectives, and procedures; to conduct difficult analytical studies involving complex procedures; to identify and define problems, evaluate data, make recommendations, and develop/implement a plan of action.
  • Ability to interpret, apply and explain complex federal, state and local laws related to social services.

Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.  Pre-employment drug testing, FBI criminal background check and education/degree verification required. A Chesterfield County application is also required and must be submitted online by the deadline.

This position is an Emergency Shelter Team Manager, leading an Emergency Shelter Team during times of natura disaster, reporting to shelter duty as required.
