The DGS Office of Procurement Services (OPS) is looking to hire three (3) Senior Contract Compliance Officers to ensure that the terms and conditions of the Agency Procurement & Surplus Property Manual (APSPM), Construction Professional Services Manual (CPSM), and VITA BuyIT manual are accurately applied in contracts.

OPS supports DGS and other state agencies by providing consistent and accurate guidance pertaining to current procurement laws, regulations, policies, and procedures to maintain contract compliance and ensure that staff can be successful in accomplishing their Agency’s strategic plans, missions, and objectives. OPS also ensures that Executive Order Number 35 (Enhancing Small Business) and all procurement laws are adhered to by implementing and executing good procurement practices within OPS and in the divisions where procurement delegations have been granted, and ensures that is implemented throughout the Agency.

Job duties include, but are not limited to:

  • Conduct internal reviews of OPS contracts for compliance.
  • Initiate the procurement complaint process with Contractors to correct areas of non-compliance.
  • Train and educate employees and internal stakeholders on compliance policies and procedures, including providing guidance to management on compliance matters and providing contract administration training to all assigned Contract Administrators.
  • Assist with updating internal policy and procedures to reflect changes in regulatory requirements.
  • Procure nonprofessional services and complex goods as assigned through competitive sealed (IFB) or unsealed bidding (QQ), competitive negotiation (RFP), sole source, and emergency methods in a competent and professional manner consistent with the VPPA, APSPM, VITA Buy IT Procurement Manual, and DGS policies and procedures.

Minimum Qualifications

  • Extensive knowledge of the Virginia Public Procurement Act (VPPA) and other state procurement laws and policies (ex: DGS Agency Procurement & Surplus Property Manual (APSPM), DGS Construction Professional Services Manual (CPSM), and VITA "Buy IT" Procurement Manual).
  • Extensive knowledge and experience executing Technology, Construction, and other Non-Technology procurements.
  • Experience with various contract types and procurement methods.
  • Superior written and oral communication skills, including the ability to communicate clearly and professionally with internal stakeholders, suppliers, the Office of the Attorney General (OAG), and the OPS management team.
  • Ability to apply critical thinking skills to resolve complex problems.
  • Ability to recognize and weigh risks in contact terms and conditions.
  • Ability to plan, monitor, gather, and coordinate information, and prioritize between multiple requirements, objectives, projects, and tasks.
  • Exceptional organizational skills.
  • Advanced knowledge and skills in Microsoft Office (Word, Excel, SharePoint, and PowerPoint) and Adobe.

Additional Considerations

  • Virginia Contracting Officer (VCO) Certification. Candidates who do not already have this certification will be required to obtain one within one year of employment.
  • Virginia Construction Contracting Officer (VCCO) Certification.
  • Virginia Contract Administration & Risk Management Certification Program (VCARM).
  • Certified Public Professional Buyer (CPPB) and/or Certified Public Purchasing Officer (CPPO).
  • Experience with Commonwealth of Virginia state and local government procurement.
