Job Duties

The Virginia Information Technologies Agency (VITA) is seeking a Service Asset & Configuration Management (SACM) Lead. The SACM provides oversight of the SACM process for the Commonwealth of Virginia. This is a Process Ownership role covering all aspects of the Service Asset and Configuration Management Practice.

The SACM analyst is responsible for working with customers, service owners, suppliers, and the MSI Process Owner in overseeing Service Asset and Configuration Management activities performed by VITA and its suppliers.

Responsibilities include:

  • Developing and communicating the SACM vision, importance, value, and process activities.
  • Ensuring assignment of appropriate resources from stakeholders and their participation in scheduled activities that will support SACM on an ongoing basis.
  • Ensuring proper design, production, and maintenance of the CMDB and other supporting databases or E-bonded resources.
  • Ensuring that monitoring tools are in place to gather baseline and ongoing data that is useful to SACM.
  • Evaluating analyzed data, reviewing information and trends to ensure services are meeting agreed service levels and operating level agreements.
  • Working with appropriate stakeholders to identify and prioritize improvement opportunities, and improvement plans. Sources of improvements may include critical deliverables and other reports from suppliers.
  • Ensuring all aspects of SACM process activities are appropriately supported, integrated, and carried out in a manner that achieves improvement objectives.
  • Monitor Software assets to include license provisioning, renewal, and assignment, and auditing for compliance.
  • Define Hardware assets, key attributes, relationship, and audit compliance.
  • Periodically conducting maturity assessments against process activities to demonstrate areas of improvement or concern (bi-annual).
  • Review business trends and changed priorities that may impact services.
  • Measuring and identifying the value created by SACM improvements.

Minimum Qualifications

Familiar with agile development and performance monitoring.

Familiar with Hardware, Software, and documentation assets and accountability.

Working knowledge and experience with ServiceNow or equivalent ITSM product.

Excellent technical awareness and understanding of technology and process for managing configuration management system (CMS) or configuration management database (CMDB) activities.

Knowledgeable on Root Cause analysis techniques.

Understands best practices in service management including contract and vendor management in an outsourcing or shared service environment.

Proven ability to manage delivery of services to negotiated Service Level Agreements (internal and external).

Analytical skills to understand various Critical Success Factors (CSF) and Key Performance Indicators (KPIs).

Skilled in oral and written communication as it pertains to interpreting technical information and business needs.

Demonstrated ability to work with all levels of management, customers, and vendors to resolve problems.

Proven ability to manage projects using project management methodology, interpret complex information and provide informed analyses.

Ability to create technical/complex workflows.

Understanding of outsourcing contracts and the service delivery management implications.

Experience with enterprise software licensing and compliance.

Additional Considerations

Advanced ITIL certification.

CHAMP Certification.

CSAM Certification.

Able to work in a fast-paced environment and to be flexible to adapt to changing direction and priorities.
