At the Virginia Department of Housing and Community Development (DHCD) we are offering a unique opportunity to collaborate with an array of building safety professional and stakeholders while overseeing DHCD’s manufactured housing and industrialized building programs and playing a key role in developing and updating the statewide building and fire codes.
The Building and Fire Regulation (BFR) division of DHCD is thrilled to announce an opening for the position of State Building Codes Office Director. The State Building Codes Office Director will provide important leadership to the State Building Codes Office (SBCO) and serve as a vital advisor to the Deputy Director of BFR on issues related to building and fire codes, and offsite construction. This role will hold significant responsibilities in overseeing and managing the SBCO code development, technical support, and offsite construction programs while ensuring efficiency and excellent service.
The ideal candidate will be a proven leader who is highly self-motivated, organized, team oriented, customer focused, and exhibits a high level of integrity. They will have strong communication and interpersonal skills, including the ability to establish and maintain internal and external relationships, solve problems and resolve conflicts with minimal supervision.
Key responsibilities of this role include, but are not limited to: •Providing leadership and policy direction to the State Building Codes Office (SBCO). •Managing SBCO code development programs, stakeholder technical support programs, and offsite construction (manufactured housing and industrialized buildings) programs to achieve agency, division, and SBCO objectives and goals. •Managing the code development process and schedules to ensure accurate and timely work. •Overseeing the development of customized Virginia code books and Virginia regulation publications. •Offering and overseeing SBCO technical assistance to code enforcement personnel, design professionals, contractors, builders, citizens, and other stakeholders. •Overseeing the research of technical information and ensuring accuracy in BFR development and delivery of regulatory documents, technical documents, and training materials. •Ensuring DHCD requirements as a HUD State Administrative Agency (SAA), in accordance with the approved Cooperative Agreement, are met. •Overseeing administrative and technical support of the State Technical Review Board, Manufactured Housing Board, and Amusement Device Technical Advisory Committee.

Minimum Qualifications
Strong working knowledge of resource management to include people performance and operations management.
Comprehensive knowledge of state, federal, and national laws, codes, regulations, and standards related to building, fire, plumbing, mechanical, electrical, energy conservation, and accessibility.
Comprehensive knowledge of the principles of building and fire protection design, construction, and engineering.
Skilled in conducting research, performing complex technical analysis, and reporting on findings.
Strong knowledge of budgeting and financial management policies and procedures.
Proficiency with computer hardware and software resources/applications necessary for execution of the job, including but not limited to Microsoft Office Suite.
Experience leading and managing staff performance with a track record of leading successful teams and projects.
Extensive experience in the development, administration, and enforcement of building and fire-related regulations, codes, and standards.
Experience in administration and enforcement of state and federal regulations related to manufactured housing and industrialized buildings.
Experience making oral presentations and working with diverse stakeholders and interest groups to gain consensus to resolve sensitive issues.
